Petition for the Emergence of a Progressive Government

To:  All Pro-democracy Activists

The State Peace and Development Council (SPDC) is planning to hold a fake election in 2010 to continue implementing a military dictatorship.

The Burmese are in urgent need for an emergence of strong organization that will unite the exiled democratic forces.

The National Council of the Union of Burma (NCUB) and Members of Parliament Union (MPU) are planning to form an exile government because after 16 years National Coalition Government of the Union of Burma (NCGUB) did not achieve any success. It will be no different if NCGUB extend its members only with some elected MPs. It will be an organization that will issue statement after statement and not much else.

Therefore it is time to create a strong force to fight against the 2010 election comprised with Burmese patriots living in exile and at the border region.

We have learned that MPU conference will be held in Dublin, Ireland on January 19, 2009 arrange by NCGUB. It is likely to result in the extension of the NCGUB with some MPs.

We want to suggest the following to the conference:

1. In the Dublin conference strong and capable leaders need to be selected. Those selected leaders need to call the “Burma Congress” comprise with Ethnic leaders, Student leaders, economically and politically savvy persons, and skilled technocrats.
2. All inclusive representatives from the Burma Congress need to form an efficient and active government or a coalition force.
3. The idea of forming a government only with the elective representative needs to abandon for good.
4. The term of the government, President or Prime Minister needs to be put in the constitution. The practice of lifetime Prime Minister and ministers are not in line with democratic principles.

NCGUB was formed based on the 1990 election results but it has not shown ability to achieve the goal for a democratic system that Burmese people are longing for. It is highly inefficient for progress when politicians hold positions for over sixteen years at a time without change.

As an example, the American President and Vice President are directly elected by the people and the cabinet members are selected by the President. That is one proof that success and development can be achieved by appointing non elected MPs.

If an efficient and active government will form according to our suggestion, we will totally support it to the fullest of our potential, but if it is only the extension of the NCGUB, people will lose faith in the new government.
