Proposal hire city locals for no college jobs.

The purpose of the petition is for a San Mateo County Ordinance for a certain time period determined by San Mateo County Board of at least 3 months:
Local residents per city are given preferences in hiring by same city companies. 'Living and working in the same city'. A condition of 30% to 40% of employees, and 95% if the job requires no higher than a college degree. The information would serve as a model for San Francisco Bay Area, then California State Government; to give the law to Cal-OSHA. A more relaxed employee due to lower outside pressures.

The conditions being the local resident application meets the job requirement at 80%, the person living outside the city 90%, and outside the county 100%. Where the position is not looking for the best in healthcare, emergency services, or city services which might endanger the general public.
The advantages a more relaxed employee living near by not dealing with highway traffic, vehicle maintenance, and insurance. An employee more familiar with the local city weather and environment. Including possible less highway traffic, availability of mass transit, and avoiding spare the air days.

A news story "Trustees consider enrollment limits" by Neil Gonzales where overcrowding in Sandpiper Elementary a condition noted is hiring 30% of employees in the same city as the school.
