please save my property from muncipal corporation of Patiala

Respected sir,
I am a single lady having two teen aged children. I have a plot of 1440 sq ft in Patiala {Punjab}. Municipal Corporation Patiala is harassing me by garbing my plot.My father Late S Hardial Singh gifted this plot to me. On 5.8.1976 he had filed suit for permanent injunction was against municipal committee Patiala in the court of Honorable Justice O.P.Dharwad for restraining from interfering in the peaceful possession.On 6.1.1978 the petition was decided in favor of my father.
Sir i have no other property then this plot.Yesterday i went to Commissioner Patiala Mr Harkesh Singh Sidhu to request him not to interfere in my peaceful possession but he said we are going to issue notification within 15 days. I showed him my court degree but he did not bother and said you may go anywhere you want to. Please help me to save my property from the hands of these corrupt officers.Otherwise i will be ruined.I have no other means of living. Please help me.
