The campaign against the Breed Specific Legislation (BSL), begins in day 04 of Julio of 2008 and would finalize the same day that is eliminated the BSL of the last place where still it remained.

IADCRO proclaims the day 04 of July, like the day of the BSL Liberation in the breed dogs, their fans, owners, breeders and the animal lovers. The next 04 of July, the members and followers of IADCRO together the lovers and defenders of the animals rights we will celebrate it, since the Liberation Animal entails to the Human Liberation

Honorable Sir:

My name is Mariano Peinado and I am writing to you from Madrid, Europe so please forgive any unintentional errors. For me it is a pleasure to write to you in person. I send you this information for your consideration.

I have the honour to be the President of the INTERNATIONAL ASSOCIATION FOR DEFENCE CANINE AND HIS RESPONSIBLE OWNERS (IADCRO).

Located in Europe ,the IADCRO currently is composed by 33 countries. Our goal is mutual despite the global barriers; to end any type of mistreat animal and to rid the public of dangerous irresponsible dog owners, independent of their breed.

Our council has assisted local governments to use the laws to address the owners and not the breed of dogs they happen to own negligently. Our priority is a shared mutual goal, to provide for public safety by addressing the reasons behind all dog attacks and fatalities, the negligent dog owners.

Three months ago I sent my opinion about BSL in a letter similar to this to the Ministry Agriculture of Dutch Government and today I am very glad when I can read in the news the next: Dutch government to lift 15-year ban on pit bulls: http://asia.news.yahoo.com/080609/ap/d916m6uo2.html

Spain, Colombia, has also rectified their Laws regarding the “dangerous dog” as well. As with the German and most recently the Dutch Governments, they have through years of failure to reduce dog related injuries, finally come to the understanding that banning by breed will not provide a safer public. This is an ownership issue not a breed issue.

In our opinion, the BSL does not correspond to the present times in which we lived of modernity and culture.

I have provided our research data on the bite stats for several countries further in this correspondence, because is good idea for to open eyes to incredulous and sceptical people.

Our councils is that all breeds can be dangerous or none, that the only means to identify what is or is not a dangerous dog like individual is by its behaviour and not its breed.

Please, if you allow me to advise to you, in our humble opinion, the correct thing to realize a Law in which the names of breed dogs will not be mentioned ,where it is punishes the irresponsible owner when they have shown negligent ownership with their dogs independent of the breed and instead "a law which punishes the guilty irresponsible owner of the accident and not the breed".

If one demonstrates that the dogs of the irresponsible owner (without concerning the breed or the size) are deemed "dangerous" by their behaviour then the dogs would be euthanized in a humane manner and not returned to the owner. Furthermore, the negligent dog owner would still face significant fines and be barred from ownership of any dog for a period no less than 10 years in the case of a sever and preventable attack.

By this our belief is that laws should legislate the humane not the canine for the dog learns by its masters voice. The Laws should not discriminate it should be written without the distinctions of breeds, size or strength of the animal, since the strength of a dog is not synonymous of aggressiveness, everything depends on the owner control.

It is just like we asked for the humans, innocence before guilt. We do not support human racism so why do we feel that the canine species should be any different?

The fundamental idea of IADCRO, as well as of the most important Institutions of the canine world and of the professionals around the dog, is that Potentially Dangerous canine races do not exist, since the strength of a dog is not synonymous of aggressiveness. To rectify is of wise people and this attitude the citizens values it and are thankful by it.

The dogs breed does not make bad dogs, its the people that make it that way. Then, The problem would be due to take a cut from the root, condemning to the irresponsible owners of dog, instead of condemning some breed dogs?. In honour to the justice, the full name of the breed dogs would be due to exclude from the Laws that have catalogued themselves and classified like potentially dangerous, since this unjust cataloguing is the worse sentence, the ruin and the extermination for any breed dog that has labelled it of that way and is not the advisable thing to find the solution of the problem.

Acting in this sense Honorable Sir, in our opinion will be able to offer a greater protection to the citizens and at the same time also a greater protection to the dogs would be provided. Also to these noble breeds, the DIGNITY would be given back to them that was robbed to them of his heart.

La campaña en contra de la Legislación Especifica de razas (BSL), comienza en día 04 de Julio de 2008 y finalizara el mismo día que sea eliminada la BSL del último lugar en donde aun estuviera en vigor.

Estimado Señor:

Mi nombre es Mariano Peinado Izquierdo y dirijo la INTERNATIONAL ASSOCIATION FOR DEFENSE CANINE AND HIS RESPONSIBLE OWNERS (IADCRO) (ASOCIACION INTERNACIONAL PARA LA DEFENSA CANINA Y SUS DUEÑOS RESPONSABLES) en la cual, estamos totalmente en contra de todo tipo de maltrato animal y especialmente en contra de los propietarios irresponsables de perros. Es un honor para mí ponerme en contacto con usted.

El motivo fundamental por lo que le escribo señor, es para hacerle llegar las preocupaciones de algunos de sus ciudadanos, la de los amantes de los animales, la de todos los socios y las Delegaciones que represento a titulo Internacional en 33 países a través de IADCRO y la mía propia, en lo concerniente a la Ley Especifica de Razas (BSL) que usted tiene en vigor, referente a las razas caninas catalogadas a nuestro parecer injustamente como “Potencialmente Peligrosas”. Consideramos que el que estén contempladas en esta Ley, los nombres de razas caninas nobles y serviciales para la humanidad como “Potencialmente Peligrosas” no es de justicia, ya que esa catalogación es la peor condena, la ruina y el exterminio para cualquier raza que este catalogada o considerada de esa manera.

Desde hace un tiempo, tengo el gusto de asesorar a diferentes Gobiernos en sus Leyes referente a las consideradas "Razas Potencialmente Peligrosas". Siempre mi prioridad es mirar por la seguridad de los ciudadanos y por que no, también por la seguridad de los perros, pero siempre los ciudadanos son mí prioridad, por supuesto.

Hace tres meses, envié un email parecido a este que le envío a usted al Ministro de Agricultura de Holanda y hoy me alegra mucho el leer en los periódicos Internacionales lo siguiente :

En mi humilde opinión, creo que esto viene a significar que la información que le hago llegar esta bien fundamentada y espero y deseo que usted la tenga a bien de considerar, para que esta sea de provecho a los ciudadanos y animales que habitan bajo su tutela.

La Ley si se quedara de una manera similar a la manera que a continuación le detallo en tres apartados, se aplicaría para toda la especie canina por igual sin discriminaciones de raza, y si dando importancia a la conducta o riesgo que ofrezca el animal como individuo y no como raza;

1. Serán considerados perros potencialmente peligrosos aquellos animales de la especie canina que manifiesten un carácter marcadamente agresivo o que hayan protagonizado agresiones a personas o a otros animales.

2. En los supuestos contemplados en el apartado anterior, la potencial peligrosidad habrá de ser apreciada por la autoridad competente atendiendo a criterios objetivos, bien de oficio o bien tras haber sido objeto de una notificación o una denuncia, previo informe de un veterinario, oficial o colegiado, designado o habilitado por la autoridad competente autonómica o municipal.

3. El propietario de perro cuando ponga de manifiesto su irresponsabilidad por el mal manejo o mal control de su perro o perros, que sea castigado severamente, pero que nunca sea castigada la raza de su perro con Leyes en su contra, al ser algo absurdo para el entendimiento y la razón.

Esto es lo mismo que buscamos para la Ley de los humanos, una Ley justa que no haga diferenciación de clases y que se aplique para todos por igual en donde no se tenga en cuenta la raza, el color ni el sexo. Las personas dentro de la especie humana, somos todos iguales ante la justicia y dentro de la especie canina, creo que se debería regir por los mismos parámetros de igualdad.

Por el simple echo de no catalogar negativamente a las razas, estas no se verán condenadas ni arruinadas en sí mismas. También se recuperarían miles de empleos, relacionados con el mundo del perro que se perdieron a raíz de la creación de esta ineficaz Ley.

El actuar en este sentido estimado señor, se conseguirá ofrecer una mayor protección a los ciudadanos y al mismo tiempo también se proporcionara una mayor protección a los perros.

Podemos observar que los ataques de perros a personas después de haber implantado la Ley BSL en algunos países, no solo no disminuyeron, desgraciadamente se incrementaron y por razas que no son consideradas "Peligrosas". Esto justifica y demuestra que su Ley BSL, es totalmente estéril e ineficaz ya que no se debe juzgar a un perro por su raza, hay que juzgarlo por su comportamiento y especialmente por la actitud de su propietario con su perro, el cual es el UNICO RESPONSABLE de lo que haga su animal.

Como en el caso de Holanda y otros países, después de haber aplicado esta Ley, la de catalogar razas como "Peligrosas" durante años, han rectificado anulándola por su ineficacia a la hora de resolver un problema grave, como es el de los ataques de perros a personas. ¿Por que no aprender de la experiencia de otros países que realizaron estas Leyes BSL hace ya bastantes años?.

Como dice el refrán popular “Rectificar es de sabios” y esta actitud los ciudadanos lo valoran y agradecen, más aun cuando esta Ley vulnera el derecho de la propiedad del ciudadano. Existen varios países Europeos, que en busca de ofrecer mayor seguridad a sus ciudadanos en lo que refiere a esta problemática de los ataques de perros a personas, después de estudiar este problema en su día, decidieron la no creación de este tipo de Leyes BSL por su no conveniencia en la búsqueda de la solución, como es el caso de Bélgica, país fundador de la Unión Europea y en donde se reconoce al American Pit Bull Terrier como raza canina a todos los efectos.

Debemos tener en cuenta que:

- Fortaleza de un perro no es sinónimo de agresividad.

- No deberíamos olvidarnos, que los perros han sido siempre desde los comienzos de la humanidad, el mejor amigo del hombre, facilitándole compañía, seguridad y hasta el poder comer para su supervivencia, no les den la espalda en estos momentos por favor.

En IADCRO estamos convencidos, que si se aplicara la Ley para toda la especie canina por igual sin discriminaciones, comenzaría a ser beneficiosa y efectiva enseguida en lo referente a la problemática de los ataques de perro a personas, en donde bajo nuestra humilde opinión, tenemos la seguridad de que se ofrecería una mayor protección al ciudadano y al mismo tiempo una mayor protección a los perros, por fomentar firmemente en la Ley la responsabilidad en los propietarios de perro.
