Transit Visas for Central and South Americans

OFFICIAL STATEMENT OPENING FROM US GOVERNMENT:

"WASHINGTON, DC The U.S. Department of Homeland Security and the U.S. Department of State today suspended two programs that allow certain international air passengers to travel through the United States for transit purposes without first obtaining a visa. The programs, known as the Transit Without Visa program (TWOV) and the International-to-International transit program (ITI), have been suspended. The action takes effect at 11:00 a.m., Saturday August 2, 2003. (Note: All times are U.S. EDT). This action does not affect U.S. citizens or citizens from visa waiver countries."

The US Government decided that it's illegal for non-visa holding travelers to use the USA to transit to other countries. This is unfair to travelers looking to travel to Europe and Asia from Countries in Mexico, Central and South America. Tickets prices are sometimes up to $2000 more to fly from Central and South America. For example, after recent research and price comparisons to Japan, Singapore, and China the average price to these destinations transiting thru the US were $1600 less.

The USA claims that these measures have been taken because of security reasons. The USA has the means to develop a transit only "lounge" at major airports such as Miami, JFK, Dallas and LAX. The USA would be able to identify transit travelers 24 hour before travel and the traveler would be met by officials that make sure they get on the next plane to the next country. A fee can be charged for this service. I am sure any traveler who is interested in saving up to $2000 won't mind paying up to $100 for this simple service. The USA can capitalize on this service and US carriers will see an increase in transit travelers. Concessions stands in transit lounges will also see revenues spikes. This new US policy banning transit travelers is not good for economics. The US is too big to be this irresponsible to citizens of countries in Central and South America.

I am asking that you consider signing this petition. The citizens of Central and South America have the right to travel thru the USA without needing a visa to do so. The USA visa program is expensive and unfair.
