Make Ontario change it's Moped rules

We, The People of Ontario, Canada, disagree with the current licensing rules and regulations set forth by the Provincial Government with regards to the differences between Mopeds and certain Motor-Scooters (“Scooters”)

We, the people of Ontario feel that the small differences in the design of mopeds and scooters do not warrant licensing as a Motorcycle. We feel that after close examination, scooters of the 50cc variety are closely identical to mopeds in all respects except for the lack of pedals. Your definition of a moped is as follows:
DEFINITION: Under The Highway Traffic Act, a moped means a motor-assisted bicycle that must not weigh more than 55 kg (120 Ibs.), it's engine displacement must not exceed 50 cc, its maximum attainable speed on level ground must not be more than 50 kmh (30 mph) and it may not have a hand or foot-operated clutch or multi-speed gearbox. A moped (motor-assisted bicycle) must also have pedals which are operable to propel it at all times.
Several scooter models have the same characteristics as listed in your definition with the exception of pedals.
We, the people of Ontario, feel that scooters are a worthwhile investment when it comes to commuting. Your government has recently imposed several initiatives to reduce pollution and traffic congestion including “Drive-Clean” and the COMPASS road system. We feel that moving the M-Class licensing for Scooters to the G-Class that is currently required for Mopeds would greatly increase the marketplace for such units and drastically reduce fuel consumption, pollution and traffic congestion.
We ask the Government of Ontario to take a good look at this situation. We feel the current laws are unfair and we would like that to change. Please consider our proposal, for your benefit and ours.
