The Moscow Human Rights Appeal





Lesbian, gay, bisexual and trans' rights are human rights





Considering





The ban on Moscow Pride by the Mayor of Moscow upheld by the 26 May 2006 decision of the Moscow first district court





The recent aggressive homophobic statements by religious and political leaders in Russia, which included open incitements to homophobic violence





Violent attacks against gay clubs in Moscow on 30 April and 1 May 2006





The attempts of certain political parties in the Russian Duma to prohibit homosexual “propaganda”





And, in addition,





Recognizing that all human beings are equal;





Reaffirming that diversity should be seen as an asset for the development of human society;





Deeply concerned that people are discriminated against and, in some countries, jailed or killed because of their sexual orientation or gender identity;





Considering that in many countries freedom of expression and assembly are being denied to people solely because they belong to a minority group;





Considering that human rights are universal, indivisible, interdependent, and interrelated;





We, the participants of the World Conference of the International Day Against Homophobia, held in Moscow, 26-27 May 2006





Remind member states of the Council of Europe and the European Union of their respective commitments and obligations under the European Charter of Human Rights;





Ask all countries to promote and protect human rights regardless of their sexual orientation or gender identity;





Affirm that freedom of expression and assembly are the fundamental rights that should be respected in any democratic country;





Urge the United Nations to ask all its member states to decriminalize same-sex relationships between consenting people;





Urge the World Health Organisation to suppress transsexualism from their list of mental disorders;





Ask the United Nations and all its member states to recognize the International Day Against Homophobia in its official calendar.





The undersigned solemnly adopt the present text.








The participants of the IDAHO World Conference which took place during the Moscow Pride '06 Festival have written and signed the following appeal, introduced to the Russian and Foreign medias during the closing press conference of the Festival. Among the people who drafted the appeal are Nikolai Alekseev, Eugenia Debrianskays, Nikolai Baiev, Nikolai Khkramov but also Volker Beck, Sophie in't Veld, Yves de Matteis and Louis Georges-Tin.





The text and the signatures will be given to the United Nations with copy to the President of the Russian Federation after it reaches 10'000 signatures.
