Mr. President,
This petition is written to denounce the massive murders of Christians and Jews in India. And to denounce the terrorist organizations in India i.e Shiv Sena, Bajrang Dal, VHPand RSS. These organizations are continuously carrying an Anti Christian, Anti Jew and Anti minorities Slogan. Different facts and figures, coupled with speeches by Hon members of the House of Representatives are written below. Read as to what Hon Edolphus towns has to say regarding Indian oppression and acts of Terrorism.

Mr. TOWNS. Mr. Speaker, the August 14 issue of News India -Times carried a very interesting story. Kuldip Nayar, a veteran journalist and former Indian Ambassador to the United Kingdom who is now a member of the upper house of India's Parliament, admitted that India is a terrorist state. How long will it take for America to admit it?Mr. Nayar was quoted as saying that Pakistan's attack on the village of Doda was an act of retaliation for Indian massacres in the Pakistani state of Sind. Nayar has been a vocal opponent of the Indian government's nuclear tests, according to the story. Now he is admitting that India has undertaken activities designed to destabilize Pakistan. This is part of India's drive for total hegemony in South Asia. Unfortunately, Mr. Nayar's remarks ignore another aspect of Indian state terrorism: the tyranny it has inflicted on the Sikhs, the Christians of Nagaland, the Muslims of Kashmir and others. According to very credible numbers published by human-rights groups and the Punjab judiciary, the government of India has murdered more than 250,000 Sikhs since 1984, in excess of 200,000 Christians in Nagaland since 1947, almost 60,000 Kashmiri Muslims since 1988, and tens of thousands of Assamese, Tamils, Manipuris, Dalits, and others. The State Department reported that between 1992 and 1994 the Indian government paid over 41,000 cash bounties to police officers for murdering Sikhs. Two Canadian journalists published a book called Soft Target in which they proved that the Indian government blew up its own airliner in 1985 just to blame the Sikhs. In this light, the United States must declare India a terrorist state. We must then impose all the sanctions that we impose on any other terrorist state. This will be a good step towards ending the terrorism and restoring freedom to all the people of South Asia. I submit the News India -Times article for the Record. THE NEWS INDIA -TIMES, AUG. 14, 1998New Delhi: The recent statement allegedly made by Kuldip Nayar, veteran journalist and nominated member of the Rajya Sabha on the Doda massacre has created a furor in the country. Nayar is now looked upon as a `treacherous, anti-national element' for suggesting that the massacre at Doda is only a retaliation by Pakistan for similar actions by Indian agents in Sind.The comment which has been so strong has even taken up editorial columns of the country's leading newspapers and magazines. One such editorial piece has even called it a blasphemous statement and that patriotism has been turned into a dirty word by a `coterie of influential so-called intellectual.' It added that such a statement would not have been made even by a spokesperson of Pakistan's notorious Inter-Services intelligence as that would have indicated its involvement in the Doda massacres. Meanwhile, American Friends of India condemning Kuldip Nayar have circulated a release questioning Nayar's credibility as a representative of the nation. `This preposterous action by Kuldip Nayar brings several issues into question. Can he be trusted to be our representative in the Upper House of the Indian Parliament? Isn't his allegiance undoubtedly toward Pakistan? How can he support this inhuman brutality against his own countrymen? Is his representation of the Indian people justified? It may be noted here that Nayar represents a lobby of so-called intellectuals that blames the Indian government for Pakistan-sponsored massacres in Kashmir, and vehemently supports the US Government protests against the Indian nuclear tests. Does this lobby stand for India's unity or does it wish for its dismemberment? Nayar and his fellow co-conspirators will do well to note that Kashmir is not about religion. It is about freedom of religion. We urge the government of India and the Indian National Human Rights Commission to treat the Kashmiri Pandits as `internally displaced people' and stress the importance of providing conditions for their safe return to the valley. In light of such terrible tragedy of fellow Indians in Kashmir, Nayar should be expelled from the Rajya Sabha. We also urge the patriotic parliamentarians to take immediate action against Nayar for his treacherous and anti-national actions in the Rajya Sabha,' the organization stated”.

“Representative of the Archbishop of Canterbury, Church of England, said the so-called largest democracy of the world is making mockery of democratic values, and asked the Christians and Muslims in India to jointly resist the brutal policies of Indian rulers.Rev. Augustine said that India claims to be the society of multi-religions, ethnicity and cultures but the situation on ground is totally different. He recalled how last year an Australian missionary and his two sons were killed and said the Australian national had been serving the Indian ailing community for 26 years. He said workers of Prime Minister Atal Behari Vajpayee’s BJP were involved in the killing. He also referred to the incidents of rape of nuns and attacks on churches. He said Indian government had not openly condemned these incidents, as its own members were involved in the attacks.Rev. Augustine condemned India for not allowing human rights groups to visit Indian occupied Kashmir to witness the Indian forces brutalities in the valley. India should open its border and let the world know the realities in Kashmir, he insisted”
“WASHINGTON, DC, USA, January 13, 2000 (FPS): Dr. Gurmit Singh Aulakh, President of the Washington-based Council of Khalistan, called on the United States Government to declare India a terrorist state. "India is one of the leading sponsors of terrorism in the world," he said.Earlier this week, Mandeep Singh Sodhi, a 27-year-old Sikh in Uttar Pradesh burned himself to death to protest police abuses against his family. The Los Angeles Times reported that India violated international law by holding the prisoners who were released without charge or trial. There are tens of thousands of Sikh political prisoners rotting in Indian jails without trial. On December 20, according to Reuters News Service and India West, Pakistani police arrested a man who confessed to being an Indian agent and to planting bombs that killed 9 people.Responding to some recent reports, Dr. Aulakh said that he "would not put it past" the Indian Government to organize the hijacking themselves to justify a new wave of terror in Kashmir. "They have created incidents to promote terror in Punjab, Khalistan, Assam, Nagaland, Tamil Nadu and other places within their artificial borders," he said. The book Soft Target, written by two Canadian journalists, proved that India blew up its own airliner in 1985, killing 329 people, to blame the Sikhs. In 1994, the Hitavada, a well respected Indian newspaper, reported that the Indian Government paid the late Governor of Punjab, Surendra Nath, $1.5 billion to organize and support covert state terrorism in Punjab, Khalistan and in Kashmir.The Indian Government created the militant Liberation Tigers of Tamil Eelam (LTTE) to invade Sri Lanka, take the main port and prevent a Voice of America (VOA) tower from being built. Then they turned on the LTTE.The Indian Government has murdered over 250,000 Sikhs since 1984. They have also killed over 200,000 Christians in Nagaland since 1947, more than 65,000 Kashmiri Muslims since 1988, and tens of thousands of Assamese, Manipuris, Tamils, Dalits and others. "Only a terrorist state could commit atrocities of this magnitude," said Dr. Aulakh.The U.S. State Department reported that the Indian Government paid more than 41,000 cash bounties to police to murder Sikhs. One of these bounties was collected by police officers who killed a three-year-old boy, his father, and his uncle. "Would you call this democracy or terrorism?," Dr. Aulakh asked.Government-allied Hindu militants have burned down Christian churches and prayer halls, murdered priests and raped nuns. The Vishwa Hindu Parishad (VHP), which is affiliated with the parent organization of the ruling BJP, described the rapists as "patriotic youth" and called the nuns "anti-national elements."Hindus affiliated with the VHP surrounded the jeep of missionary Graham Staines and his two sons, ages 8 and 10, poured gasoline on it, set it on fire and surrounded it, chanting "Victory to Lord Ram." In 1997, police broke up a Christian religious festival with gunfire. "Only a terrorist government could allow these kinds of atrocities," Dr. Aulakh pointed out.Last year, Indian Defense Minister George Fernandes led a meeting with the Ambassadors from Cuba, Red China, Russia, Iraq and Libya aimed at constructing a security alliance "to stop the U.S." "How could India form an alliance against the world's oldest democracy and then ask for help?," Dr. Aulakh asked."Based on these and other pieces of India's pattern of terrorism, the time has come for India to be declared a terrorist state," Dr. Aulakh said.”
”Vandals damage graves in AP cemetery

Miscreants entered a Christian cemetery and damaged graves at Rajahmundry in East Godavari district of Andhra Pradesh on Thursday, police said. Using crowbars and shovels, the unidentified miscreants dug up a portion of about 45 graves, damaging the cross atop each, District Superintendent of Police A B Venkateshwar Rao said. The cemetery, which houses nearly 10,000 graves, was located adjacent to St Paul's East Parish Church, the police officer said.No arrests have been made so far. The incident comes on the heels of attacks on churches at Ongole and Tadepalligudem earlier this month, which triggered protests from the Christian community“.

BAJRANG ATTACKS CHRISTIANS IN AGRA
Less than a fortnight after a Christian priest and two nuns were assaulted at Mathura in Uttar Pradesh, a Christian group from Hyderabad was attacked and Biblical literature was set on fire by the Bajrang Dal activists on the outskirts of Agra. The Bajrang Dal lodged a first information report with the Jagdishpura police station alleging that the 14-member Christian group, which had come to Agra on Good Friday, was trying to convert villagers by offering them money, the police officials said. In Hyderabad, it was confirmed that a delegation of the Hebron Church located at Golconda crossroads had gone to Agra. Samuel, a pastor with Hebron Church, told The Asian Age that they were still awaiting details of the Agra incident. We were informed via telephone on Sunday morning that members of the Hebron were confined in the police station for more than an hour before being let off.According to his information, the police told the members of the church not to carry out their activities as it might create trouble and then let them off after an hour. In Agra, the police sources said the Christian delegation was arrested but later released on the intervention of deputy inspector-general of police (Agra Range) Arvind Jain. Dharmendra Sharma, Baj-rang Dal co-convener for Brij Pradesh, said the Biblical literature was set aflame by some volunteers of the Dal and residents of Nagla Ajita on Saturday night. The sources said the Hebron Church delegation has also lodged a complaint with the police alleging that about 20-30 people surrounded their van, snatched the Biblical literature and then burnt it. Some members of the group were also beaten up and an attempt was made to set the van on fire, the complaint lodged by the group said.”

MISSIONARY AND TWO YOUNG SONS KILLED IN INDIA

The Evangelical Fellowship of India reported that an Australian missionary and his two young sons were killed in India by members of a militant Hindu group.
Mr. Graham Stewart Staines, a 58 year old Australian missionary, and his two sons, Philip (age 10) and Timothy (age 8) were asleep inside their vehicle when it was doused with gasoline and set ablaze. The attack took place in Manoharpur village in the District of Keonjhar in the State of Orissa. The militants believed to be responsible is the radical Hindu nationalist group Rashtriya Swayamsevak Sangh (RSS). The RSS is believed to have been responsible for a number of attacks against Christians and churches in recent months.Mr. Staines and his wife have been faithfully serving as missionaries with the Evangelical Missionary Society of Mayurbhanj for more than 30 years, working mostly among lepers.The government reports that 49 people were arrested in connection with the killings and are from Bajrang Dal. Police also have announced a $600 award for help in capturing Dara Singh, a Bajrang Dal leader believed to be behind the attack. The group has in the past been blamed for Hindu-Muslim clashes.In recent months, pastors and Catholic priests in India have been stripped and paraded naked, Bibles have been burned, churches have been razed to the ground or ransacked and set ablaze, Catholic nuns have been gang-raped and Christian institutions have been attacked. So far, ninety churches have been reported destroyed in recent months. International Christian Concern is urging the United States government to condemn India's government for not doing enough to end the violence against Christians in India or to provide safeguards for the Christian minority.

VHP justifies attack on missionaries

NEW DELHI, Sept. 28. An attempt is being made by the fanatic fringe in the RSS to virtually justify the savage attacks on missionaries on the ground that they represented 'anti-national forces' which were working against Hindu interests. This section has demanded that the Centre must throw out of the country all those who 'tempt Hindus' to convert to Christianity and who through their schools spread anti-Hindu sentiment. The Vishwa Hindu Parishad, an RSS outfit, today stated that the recent incidents of violence against the Christian missionaries in Jhabua and Baghpat were the result of 'anger of patriotic Hindu youth against anti-national forces'. Virtually justifying the attacks, the VHP has demanded that these missionaries be asked ``to pack up and leave the country''.
This sharply-worded statement against the missionaries comes at a time when the country has been shocked by the violence of the attack on them. In a statement, the VHP central secretary and former BJP MP, Mr. B. L. Sharma `Prem', said that 'the assault on the missionaries in Jhabua, Madhya Pradesh, and the violence and loot against them in Baghpat, Uttar Pradesh, was the direct result of conversion of Hindus to Christianity by the Christian priests'. And as if to drive home his point, he also charged the Congress Party government in Madhya Pradesh with being 'unnecessarily energetic' in dealing with the incident and 'giving it undue importance.' The VHP alleged that 'the Congress Government is behaving as if India is still under colonial rule.'
In an aggressive and challenging tone, the statement virtually warned not only the missionaries but the Congress and other parties as well. 'They, the Congress Party, may close its eyes to the black deeds of the missionaries, to their efforts to convert Hindus, but we in the VHP will not shut our eyes to the activities of these traitors,' Mr. Sharma has said. The VHP, is in fact the mainstream organization for carrying forward the RSS ideology at the grassroots, for preparing the ground, testing the ideas, making them popular, before the political wing, the BJP, steps in. That was exactly what happened in the Babri Masjid-Ram temple controversy. It was the VHP which spearheaded the agitation, got various Hindu priests together on a platform, built the public mood, before the BJP stepped in to encash this as votes. The VHP statement on the Christian missionaries thus reflects the RSS view on the matter, for the RSS, like the BJP, has not yet given up its demand related to the Gyan Vapi mosque in Kashi and the Idgah in Mathura - that these should be handed over to the 'Hindus'.

Mr. DOOLITTLE. Mr. Speaker, I was distressed to read some recent articles showing that the repression of Christians in India continues. The RSS, the parent organization of the ruling BJP, has apparently published a booklet on how to besmirch Christians. According to an article in the May 5 issue of India Abroad, the RSS has published a booklet on how to implicate Christians and other minorities in false criminal cases. It cites a Hindustan Times report that says the booklet, entitled 'Save Hindus Attacks and Laws,' contains 'guidelines for framing charges, false as well as genuine, against minorities.' The booklet has been in circulation for three months, according to the article. If India cannot learn religious tolerance, it is not deserving of the support of the free countries of the world. It is time to declare India a violator of religious liberty and other human rights until the situation improves. India should allow Amnesty International into Punjab and other troubled states to conduct an independent human-rights investigation.This has not happened since 1978. What is 'the world's largest democracy' hiding? India should also hold a free and fair plebiscite on the question of independence for Khalistan, Kashmir, Nagaland, and the other states seeking their freedom from India .

Mr. TOWNS. Mr. Speaker, on May 31 Newsroom.org reported that a May 21 bomb blast that injured 30 Christians during a prayer meeting was apparently carried out by the RSS, the pro-Fascist, militant Hindu fundamentalist organization that is the parent organization of the BJP, the party that leads India's government.According to the Newsroom report, which was brought to me by the President of the Council of Khalistan, Dr. Gurmit Singh Aulakh, the bomb exploded during a meeting of the Women's Club, a Christian group. An extensive investigation by the All-India Christian Conference showed that the Sangh Parivar, a branch of the RSS, was responsible for the incident despite police claims that it came about as a result of strife within the Christian community. The Catholic Bishops' Conference has written to the Indian government demanding action.This bombing is the latest in a string of violent attacks on Christians and other religious minorities. According to the article, 'the community is being threatened with anonymous letters and telephone calls ordering citizens to stop Christian prayers.' Anti-Christian slogans have been painted on walls all over town.In the light of incidents like this against Christians, Sikhs, Muslims, and other minorities, the United States must act. Our aid to India, one of the largest recipients of American aid, must be stopped until all people's rights are respected. India should be declared a terrorist state and punished accordingly. Congress should call for a free and fair plebiscite under international supervision to allow the Christians, Sikhs , and other minority nations under Indian rule to enjoy self-determination, as a democracy should.

ANTI-CHRISTIAN VIOLENCE ON THE RISE IN INDIA

New Report details politics behind extremist Hindu attacks
(London, September 30, 1999) The Indian government has failed to prevent increasing violence against Christians and is exploiting communal tensions for political ends, Human Rights Watch charged in a report released today. The 37-page report, Politics by Other Means: Attacks Against Christians in India, details violence against Christians in the months ahead of the country's national parliamentary elections in September and October 1999, and in the months following electoral victory by the Hindu nationalist Bharatiya Janata Party (Indian People's Party, known as the BJP) in the state of Gujarat.
Attacks against Christians throughout the country have increased significantly since the BJP began its rule at the center in March 1998. They include the killings of priests, the raping of nuns, and the physical destruction of Christian institutions, schools, churches, colleges, and cemeteries. Thousands of Christians have also been forced to convert to Hinduism. The report concludes that as with attacks against Muslims in 1992 and 1993, attacks against Christians are part of a concerted campaign of right-wing Hindu organizations, collectively called the sangh parivar, to promote and exploit communal clashes to increase their political power-base. The movement is supported at the local level by militant groups who operate with impunity.
"Christians are the new scapegoat in India's political battles," said Smita Narula, author of the report and researcher for the Asia division of Human Rights Watch. "Without immediate and decisive action by the government, communal tensions will continue to be exploited for political and economic ends." The Hindu organizations most responsible for violence against Christians are the Vishwa Hindu Parishad (World Hindu Council, VHP), the Bajrang Dal, and the Rashtriya Swayamsevak Sangh (National Volunteer Corps, RSS). According to a former RSS member, these groups cannot be divorced from the ruling BJP party: "There is no difference between the BJP and RSS. BJP is the body. RSS is the soul, and the Bajrang Dal is the hands for beating.” A majority of the reported incidents of violence against Christians in 1998 occurred in Gujarat, the same year that the BJP came to power in the state. In April 1999, Human Rights Watch visited the Dangs district in Gujarat, site of a ten-day spate of violent and premeditated attacks on Christian communities and institutions between December 25, 1998, and January 3, 1999. The report documents patterns there that are representative of attacks across India. These include the role of sangh parivar organizations and the local media in promoting anti-Christian propaganda, the exploitation of communal differences to mask political and economic motives underlying the attacks, local and state government complicity in the attacks, and the failure of the central government to meet its constitutional and international obligations to protect minorities.Jamuna Bhen, a thirty-year-old agricultural laborer in Dangs district, told Human Rights Watch, "The Hindus removed the ornamentation from our church on December 25 [1998]. They threatened us by saying that they will set the church house on fire. Then they started taking down the roof tiles. There were one hundred to 200 people who came from other villages. They said, 'We will burn everything.' We begged them not to. We said, 'Don't do this,' and said we will become Hindu." In January 1999, Australian missionary Graham Staines and his two sons were trapped in their car and burned alive in the state of Orissa, reportedly by Dara Singh, a local leader of the extremist group Bajrang Dal. On the eve of India's national parliamentary elections in September and October 1999, the situation for minorities in the state deteriorated significantly. In August 1999, Singh struck again, chopping off the arms of a Muslim trader before setting him on fire. One week later, Rev. Arul Doss was shot in the chest with an arrow and beaten to death by a group of unidentified assailants. The BJP charged the Congress-led state government with criminal negligence, while Congress sought to blame the incidents on the policies and activities of sangh parivar organizations. While communal tensions in the state were exploited by political parties on all sides, the main perpetrators of the attacks were still at large.In a pattern similar to the response to organized violence against lower castes, the tendency is for local officials under pressure to arrest a few members, but not the leaders, of the groups involved. The communities affected represent some of the poorest in the country and include Dalits ("untouchables") and members of local tribal communities, many of whom convert to Christianity to escape abuses under India's caste system. In many cases, Christian institutions and individuals targeted were singled out for their role in promoting health, literacy, and economic independence among Dalit and tribal community members. A vested interest in keeping these communities in a state of economic dependency is a motivating factor in anti-Christian violence and propaganda. Though eyewitnesses have identified politicians and local officials as participants in the attacks, the state administration and Hindu nationalist leaders continue to portray the incidents as actions instigated by minority communities. The chief minister of Gujarat and BJP spokesmen have even blamed the violence on an "international conspiracy" to defame the political party. The prime minister has called for a national debate on conversions, signaling tacit justification for the motives underlying the attacks. The central and state governments continue to ignore the recommendations of the National Commission for Minorities. Human Rights Watch called on the Indian government to meet its constitutional and international obligations to ensure that religious minorities may equally enjoy freedom of conscience and the right to freely profess, practice, propagate and adopt religion. In particular, Indian officials should commit to taking steps to prevent further violence and end impunity for campaigns of violence and prosecute both state and private actors responsible for the attacks.”

Hindu Extremists Now Focusing Violence Against India's Christians.
The recent physical attacks on members of the Christian minority and the burning down of scores of churches in the state of Gujarat and other parts of India reflect the gospel of hatred on which the ruling Bharatiya Janata Party (BJP) and its religious coalition partners are based. The otherwise staid and respected English language daily Times of India observed that after having targeted the Muslims and the Sikhs for a long time, Hindus have now turned toward the small, unprotected minority of Indian Christians.
BJP's extensions, the Vishwa Hindu Parishad (VHP), the Rashtriya Sewak Sangh (RSS) and Bajrang Dal, have openly incited their rank-and-file to demolish all vestiges of Christianity from India. The atmosphere of fear and hatred against Muslims whipped up at the time of the destruction of the Babri mosque in 1992, and against Sikhs in Delhi following the assassination of Indira Gandhi in 1984, now is focused on Indian Christians. The establishment throughout India of Hindutva-land of the Hindus alone-is the objective of all of the right-wing Hindu religious parties that exist under the BJP umbrella. It is their declared policy to use all means, including violence, to reach that end. Support for secularism comes only from a modest, educated, urban fringe. Recent events have shown that such voices of sanity are muted and drowned in a rising wave of Hindu fundamentalism that is sweeping India today. Christians are a mere 26 million in a population of almost a billion, and they are scattered all over the country, particularly in remote villages and tribal areas. They do not constitute a force of any kind, and are traditionally peaceful and friendly people. India's dominant Hindu society is laden with class and caste distinctions. A small segment, the Brahmins, remain at the top. A vast majority, the Sudras, form the bottom that traditionally was considered "untouchable." Through the centuries they have been treated as less than human. In the past 200 years, some from this bottom tier have converted to Christianity. Hindus today accuse Christian missionaries of forcibly converting Hindus to Christianity. Such charges obscure the truth. It is the level of humanity and tolerance that draws people toward a dogma or a doctrine, just as discrimination and hatred turn them away.It is being argued that Hindu extremists, after encountering effective resistance from the Sikhs and the Muslims, have turned on a softer target-the Christians. In fact, this is only partially true. No minority is safe in the BJP's India. Political analysts attribute the upsurge in anti-Christian ire to the fact that Congress leader Sonia Gandhi, who has recently become politically active in her role as highly respected widow of assassinated Congress leader Rajiv Gandhi, happens to be a Roman Catholic from Italy. The anti-Christian argument is that if the Congress Party returns to power, Christians will receive undue patronage from the government. This charge may instill fear among the uneducated masses, but it does not make any political sense. By the same token, misgivings are being expressed by some Indians about the motives for awarding the Nobel Peace Prize to the late Mother Teresa and this year's Nobel Prize for Economics to Amritya Sen, both of whom are Christians. For that matter, one might wonder why current Indian Defense Minister George Fernandez, a Christian, is unable to hold back the BJP goons? The real issue, however, is that now that a Hindu party has come to power, some Hindu extremists have ambitions of re-converting the Muslims, the Sikhs and the Christians of India to Hinduism. Minorities in India should be braced for more to come under BJP governments, which have little sympathy for the secularism of India.”
