Out of all the sexual and violent crimes that make it into the courtroom, 1% plea insanity. This may not shorten their sentence, however they can get the help that they need mentally while in prison.

However, there are repeat offenders that have psychological disorders that are either undiagnosed or untreated. These offenders serve their sentence, and the ones that are released may end up committing the same or similar crimes to the ones that previously incarcerated them.

In order to reduce the percentage of violent crimes, especially ones of a domestic nature, I propose the following:

1. Inmates should be evaluated for psychological disorders that may affect their actions while incarcerated.

2. If one is found to have a psychological disorder such as anti socialism or another illness that may induce sexual or violent activities, the former inmate should be obligated to continue treatment and medication after release. Regular counseling should be conducted until the psychologist and the courts feel that the person is able to conduct himself in a non-violent manner.

3. Unless one goes under treatment and is considered able to function nonviolently, the former inmate should be forbidden to live with vulnerable adults, including women if the former inmate is a man with a history of domestic abuse toward female victims, as well as children.

Doing these three things may result in lower crime rates, including domestic violence, child assaults, and rape reduction. It may also lower the rate of fatalities caused by murder, because many people that commit murder have undiagnosed or untreated psychological disorders. It may raise taxes slightly, but eventually a balance could be made. The jail population may go down, and the jails may become less crowded as well, which may help reduce the funds needed for the prison systems.
