رسالة موجهة الى الضمير العالمي أنقذوا أسرانا من السجون السورية
نحن الموقعون أدناه ......................................................................... آخذين بعين الاعتبار ما يلي:
 - أن القوات السورية قد قامت منذ العام 1976 وعلى مدى 28 عاما باعتقال واختطاف الآلاف من اللبنانيين خارج إطار القانون اللبناني والعالمي ونقلتهم الى سجونها. منهم من أفرج عنه ومنهم من مات في السجن ومنهم من ما زال حيا يعيش أقسى أنواع السجون وأظلمها،
 - السلطات السورية واللبنانية تنفيان دائما وجود لبنانيين في السجون السورية بالرغم من الافراجات المتتالية التي تثبت العكس كما حصل في 6 آذار 1998 حين أفرج عن 121 وفي 12 كانون الأول 2000 حين أفرج عن 54،
 - السلطات اللبنانية تتعاطى مع هذا الملف بخفة وعدم جدية ومحاولات دائمة لاقفاله كما حدث مع اللجنة الحكومية الأولى برئاسة العميد سليم أبو اسماعيل واللجنة الحكومية الثانية برئاسة الوزير فؤاد السعد،
 - موقف النكران الدائم من قبل السلطات السورية لم يقنع الجهات العالمية مثل البرلمان الأوروبي الذي اتخذ قرارا بتاريخ 12 آذار 1998 وأعاد التأكيد عليه بتاريخ 17 كانون الثاني 2003 يطالب بوضع حد لمأساة اللبنانيين في السجون السورية كما أنه لم يقنع أيضا الأمم المتحدة التي اتخذت لجنة حقوق الإنسان فيها بتاريخ 6 نيسان 2001 توصية تطالب بتشكيل لجنة مستقلة تعمل على التحقيق في حالات اختفاء لبنانيين على يد القوات السورية،
بما أن الاعلان العالمي لشرعة حقوق الانسان والعهود الدولية مثل العهد الدولي للحقوق السياسية والمدنية تعتبر الاخفاء القسري والاعتقال الاعتباطي جرائم ضد الانسانية فاننا نطالب المجتمع الدولي بشكل عام والبرلمان الاوروبي والامم المتحدة بشكل خاص التحرك الفوري من أجل تأمين ما يلي:
 - الافراج الفوري عن كل اللبنانيين الذين ما زالوا أحياء في السجون السورية،
 - السماح للصليب الأحمر الدولي والمنظمات الانسانية بالدخول الى السجون السورية للتأكد من خلوها من لبنانيين،
 - اعادة رفات من مات في السجن بسبب المرض أو التعذيب ومن نفذت بحقه أحكام بالاعدام،
 - تشكيل لجنة دولية للتحقيق في حالات اللبنانيين الذين أصبحوا حالات اخفاء قسري على يد القوات السورية،
 - أخيرا نشر لائحة مفصلة بأسماء كل اللبنانيين الذي اعتقلتهم القوات السورية في لبنان منذ العام 1976 وحتى اليوم.

Worldwide campaign
Save the Lebanese detainees in Syria

We, undersigned… acknowledge that:

- Since 1976, and during 28 years, the Syrian forces have perpetrated arbitrary detentions and kidnapping against thousands of Lebanese citizens, and have transferred them to the Syrian jails, with total disregard for the rule of the Lebanese and International laws. Some of the detainees were released, others died in custody, and the rest of them are still enduring the cruelty of the Syrian prisons.
- The Lebanese and the Syrian authorities have always denied the detention of Lebanese in Syrian jails. The release of 121 detainees in March 6, 1998, and that of 54 others in January 12, 2000 contradicted this.
- The Lebanese authorities are dealing scantily with this issue, and endeavoring to close it. That was the exact purpose of the 1st and the 2nd governmental commission respectively headed by general Salim Abou Ismail and minister Fouad El Saad.
- The Syrian authorities’ continual denial of the detention of Lebanese in Syria could not convince the international authorities. The European parliament adopted a resolution on March 17, 1998, and reaffirmed it on January 17, 2003, calling for the termination of the tragedy of the Lebanese detainees in Syria. The Human Rights Committee at the United Nations also recommended on April 6, 2001 the formation of an independent commission in order to investigate into the cases of enforced disappearances perpetrated by the Syrian forces on the Lebanese territories.

According to The Universal Declaration for Human Rights and the International Covenant on Civil and Political Rights, arbitrary detentions and enforced disappearances are considered crimes against humanity. Thus, we urge the international community, especially the United Nation and the European Commission, to take action in order to realize:

- The immediate release of all the Lebanese who are still detained in the Syrian prisons.
- The entrance of the International Red Cross and the humanitarian organizations to the Syrian prisons in order to confirm that no more Lebanese are still in detention there.
- The repatriation of the remains of those who died in detention because of illness or torture, and of those who were executed.
- The formation of an international commission to investigate into the cases of ‘enforced disappearances’ perpetrated by the Syrian forces against Lebanese citizens.
- The publication of a detailed list of the names of all the Lebanese who were arrested by the Syrian forces since 1976 and to date.

Réagir pour sauver les Libanais détenus en Syrie.

Nous, soussignés ……,reconnaissons que :

• Les forces syriennes ont perpétré depuis 1976, et durant 28 ans, des enlèvements et des détentions arbitraires contre des milliers de Libanais, avant de les transférer dans les prisons syriennes , violant ainsi les lois libanaise et internationale. Certains d’entre eux ont été relâchés, d’autres sont morts en prison, et le reste y subit toujours les supplices les plus cruels.
• Les autorités syriennes et libanaises renient sans cesse la présence de libanais dans les prisons syriennes, malgré plusieurs libérations qui témoignent du contraire. La remise en liberté, le 6 mars 1998 de 121 détenus, et de 54 autres le 12 janvier 2000, en sont des exemples parmi d’autres.
• Les autorités libanaises traitent du dossier avec désinvolture et tentent sans cesse se le fermer. C’est dans ce but qu’ont été conçues la 1ère et la 2ème commission présidées respectivement par le général Sélim Abou Ismail et le ministre Fouad El Saad
• Le reniement continuel par les autorités libanaises de la détention de Libanais en Syrie ne s’est pas avéré convaincant auprès des autorités internationales. Le parlement européen a sorti une résolution le 12 Mars 1998, réaffirmée 17 Janvier 2003, réclamant de mettre terme à la tragédie des Libanais détenus dans les prisons syriennes. De sa part, l’ONU a recommandé le 6 Avril 2001 la formation d’une commission indépendante chargée d’enquêter sur les disparitions de Libanais perpétrées par les forces Syriennes.

La déclaration Universelle des Droits de l’Homme, ainsi que le Pacte International Relatif aux droits Civils et Politiques considèrent Les détentions arbitraires et les disparitions forcées comme des crimes contre l’humanité. Et sur ce, nous incitons la communauté internationale mais surtout l’ONU et le Parlement Européen de mener une action urgente afin d’assurer:

• -La libération immédiate de tous les libanais qui sont toujours en vie dans les prisons syriennes.
• L’entrée de la Croix Rouge Internationale et des organisations humanitaires dans les prisons syriennes afin de vérifier qu’aucun Libanais n’y reste détenu.
• La remise des dépouilles de ceux qui sont morts en détention, soit à cause d’une maladie, soit sous la torture, soit exécutés.
• La formation d’une commission internationale chargée d’enquêter sur les disparitions forcées perpétrées par les forces syriennes contre des citoyens Libanais.
• La publication d’une liste détaillée comportant les noms de tous les Libanais arrêtés par les forces syriennes sur les territoires libanais depuis 1976 jusqu'à ce jour.
