We, the undersigned, demand adoption of the alternate route for the SIEPAC power lines as presented by the Comitea SIEPAC de Alfombra. The residents of Alfombra and the undersigned reject present plans to pass these lines through our territory based on the following concerns:
Mature rain and cloud forest would have to be clearcut, posing the threat of severe erosion and landslide above our village, in addition to destroying the kind of endangered ecosystem the CR government purports to value and protect.
Access to this cleared corridor would be maintained with regular applications of herbicide, as ICE has admitted in court; the huge watershed originating in our area and serving several communities down to the coast would thus be contaminated.
The economic future of our community would be jeopardized; the pueblo has a bright future in sustainable eco-tourism thanks to its pristine habitat, refreshing mountain climate, and tranquil beauty.
Existing properties and eco-lodges would be severely devalued.
Health risks associated with high-voltage electric radiation are controversial; we prefer to err on the side of precaution.
By contrast, the alternate route (a mere 2 km north and on the other side of the ridge) passes over deforested pastureland in an arid valley with no significant watershed and minimal population. Few trees would need to be cut and no herbicides applied. This route runs parallel to an existing dirt road, so construction and maintenance would be easier, offsetting the cost of its slightly longer length (10\%).
This petition addresses and will be presented to the following entities:
The President and senior management in CR of the IADB (Inter-American Development Bank). ICE and EPR, charged with building the SIEPAC project, are not following your environmental policy as stated on the IADB website. As the major source of funding for this project (IADB#CA0035), we call on you to demand compliance with your policy.
The President of ICE, Sr. Pedro Pablo Quiros. We call on you to honor your word, given on November 23, 2009, that SIEPAC will not pass through Alfombra. We have confidence that you will also honor the recommendations made by your colleagues at SETENA, and heed the findings of MINAE and SINAC that the alternate route is a better choice.
The US and Canadian Embassies. Both countries have contributed to this project. We call upon you to protect the assets of your citizens by advising adoption of the alternate route.
The President and government of Costa Rica. We support official discourse about protecting and preserving this beautiful country, and salute the creation of Minae and its sub-ministries charged with enforcing this commitment. Our case sets a precedent. We urge you to take action and make it clear that CR is serious about its commitment to environmental integrity.
We demand that this project and all future projects of its kind be undertaken under the rule of environmental law, and with respect for the people and Natural splendor of Costa Rica!

Nosotros, los abajo firmantes, pedimos la adopciуn de la ruta alternativa para la instalaciуn de lнneas de alta tensiуn SIEPAC tal y como presentado por el Comite Alfombra-SIEPAC. Los residentes de Alfombra y los abajo firmantes rechazamos rotundamente los planes actuales los cuales desean pasar estas lнneas a travйs de nuestra region considerando las siguientes preocupaciones:
* Que los bosques nuboso y lluvoso tendrнan que ser eliminado y cortado, planteando la amenaza de una severa erosiуn y desprendimientos de tierra por encima de nuestro pueblo, ademбs de destruir el tipo de ecosistema que se encuentra en peligro, lo cual el gobierno de Costa Rica valora y pretende proteger.
* Que el acceso a este corredor se mantendrнa limpio con aplicaciones regulares de herbicidas, como el ICE ha admitido durante la ъltima audiencia en la corte, cuenca originaria de nuestra zona que abastece y sirve a varias comunidades de la costa, como resultado de estar contaminados por estas aplicaciones.
* Que el futuro econуmico de nuestra comunidad se pondrнa en peligro, el pueblo tiene un futuro brillante en eco-turismo sostenible gracias a su entorno puro, su clima de montaсa refrescante y de tranquila belleza.
* Que las propiedades existentes y los eco-lodges se verнan seriamente devaluados.
* Por los riesgos para la salud asociados con radiaciуn elйctrica de alto voltaje los cuales son controvertidos, preferimos ir por el lado de la precauciуn.
Por el contrario, la ruta alternativa (a apenas 2 kilometros al norte del pueblo y en el otro lado de la cordillera) pasa por encima de pastizales deforestados en un valle бrido sin cuencas hidrogrбficas importantes y con una poblaciуn mнnima. Pocos бrboles tendrнan que ser cortados y sin la necesidad de aplicar herbicidas. Esta ruta corre paralela a un camino de tierra existente, por lo cual la construcciуn y el mantenimiento de tal recorrido serнa mбs fбcil, compensando ampliamente el costo de su longitud ligeramente mбs larga (o sea de aproximadamente de un 10\%).
Esta peticiуn serб dirigida y se presentarб a las siguientes entidades:
* El Presidente y la alta direcciуn en Costa Rica del BID (Banco Interamericano de Desarrollo), el ICE y el EPR, encargados de la construcciуn del proyecto SIEPAC, entidades que no estбn siguiendo la polнtica de medio ambiente como se indica en la pбgina web del BID. Como la principal fuente de financiaciуn para este proyecto (BID # CA0035), les hacemos un llamamiento para exigir el cumplimiento de su propia polнtica.
* Al Presidente del ICE, Sr. Pedro Pablo Quirуs. Le hacemos un llamamiento a que honre su palabra, dada el 23 de noviembre del 2009, mencionando que SIEPAC no pasarнa a travйs de la Alfombra. Tenemos confianza en que tambiйn se harб caso a las recomendaciones formuladas por sus colegas del SETENA, ademбs de prestar atenciуn a las conclusiones del MINAET y del SINAC specificando que la ruta alternativa es una mejor opciуn.
* Las embajadas de EE.UU. y Canadб. Ambos paнses han contribuido a este proyecto. Hacemos un llamamiento a ustedes para proteger los bienes de sus ciudadanos, recomendando la adopciуn de la ruta alternativa.
* La Presidente y el gobierno de Costa Rica. Apoyamos el discurso oficial sobre la protecciуn y preservaciуn de este hermoso paнs, y saludamos la creaciуn del MINAET y sus sub-ministerios encargados de hacer cumplir este compromiso. El caso actual es un precedente. Le instamos a tomar medidas y dejar claro que Costa Rica toma en serio su compromiso con la integridad del medio ambiente.
Exigimos que este proyecto y todos los proyectos futuros de este tipo sean realizado en el marco de las reglas de la ley del medio ambiente, y con RESPETO por el PUEBLO, su GENTE y el ESPLENDOR NATURAL de Costa Ricaya que deseamos una PURACosta Rica!

- There is real long term value in rerouting the wires in spite of any short term additional costs or efforts. Making the right decision will be remembered positively for generations, and making the wrong decision will be regretted for generations. Undoing it will cost a lot more.
