The undersigned make an urgent appeal to the Belgian Government and the EU to take steps:

* for providing protection for the Palestinian population in the occupied territories in accordance with the Fourth Geneva Convention (regarding the civilian population at wartime);

* for putting an end to the Israeli Apartheid regime and the occupation of the Palestinian territories, by means of the complete implementation of UN Security Council resolutions 242 and 338; this means the complete withdrawal of the Israeli army and of all settlers from the Palestinian territories occupied in 1967, including East Jeruzalem;

* for the recognition of the Palestinian state in the Gaza Strip and the West Bank with East Jeruzalem as its capital;

* for enforcing the complete implementation of the right of return of
and compensation for the Palestinian refugees, as provided for in UN resolution 194;

* for putting an end to each form of discrimination against the Palestinians in Israel and for treating the Palestinians as full Israeli citizens;

* for forcing Israel to open its nuclear infrastructure for inspection by the International Atomic Energy Agency (in line with resolution 487 of the UN Security Council) and to stop its nuclear programme for military purposes.

As Israel keeps violating democratic principles and international law by discriminating against the Palestinians in Israel, by enforcing a genuine Apartheid system in the occupied territories, and by refusing to implement the UN resolutions, Belgium and the EU should impose sanctions:

1. recall the Belgian Ambassador;
2. recall the EU representation in Israel;
3. suspend all economic, cultural, scientific and military cooperation agreements with Israel;
4. more specifically: block the contract of Bfrs 2.5 billion for the purchase of military equipment, such as unmanned aircraft;
5. suspend all financial favours that Israel enjoys from the EU, in whatever form.
