Whereas Article 6 of the United Nations Charter states that "A Member of the United Nations which has persistently violated the Principles contained in the present Charter may be expelled from the Organization by the General Assembly upon the recommendation of the Security Council;"
Whereas the State of Israel has consistently and blatantly committed severe violations of international law, human rights law and humanitarian law in its treatment of Palestinian and South Lebanese people, including but not limited to the demolitions of homes, the mass targeting of civilians, the forcible conscription of civilians in armed operations, the expulsion of civilians from their homes, the extra-judicial killing of people, the holding of detainees without charges or a trial for extended periods of time; the holding of prisoners as hostages and the systematic torture of detainees;
Whereas the State of Israel has consistently disregarded the numerous resolutions passed by the various bodies of the United Nations since 1967 including but not limited to Resolutions 242 and 1402 of the Security Council as well as numerous resolutions of the Human Rights Committee calling for the respect of the basic rights of the Palestinian and South Lebanese people, thereby showing its contempt for the international community;
Whereas the State of Israel is now refusing to allow the UN to carry on an investigation into allegations of a massacre in Jenin;
Whereas a precedent was set in 1974 when the Credentials Committee of the 29th Session of the General Assembly voted to accept the credentials of all delegates "with the exception of the representative of the Republic of South Africa," to protest against the policy of apartheid implemented in that country. When called on to rule regarding the status of the South African delegation, the President of the General Assembly of the day ruled that the consistent rejection of the credentials of South African delegates was "tantamount to saying in explicit terms that the General Assembly refuses to allow the delegation of South Africa to participate in its work." This ruling was upheld by a vote of 91 to 22, with 19 abstentions;
We, citizens of the world concerned with the respect of international law, human rights law, humanitarian law and the decisions and resolutions of the bodies of the United Nations, call on the members of the United Nations Security Council to recommend to the General Assembly the expulsion of the State of Israel from the United Nations until such a time as the State of Israel has implemented the said resolutions and meets its obligations under international law as a full-fledged member of the international community.
