Dear President Arroyo:

We write to express our support for the appointment of ATTORNEY ANGELO JIJIL A. JIMENEZ as ADMINISTRATOR of the Overseas Workers Welfare Administration (OWWA).

Atty. Jijil has actually spent much of his professional life as Labor Attache in the Middle East where he has made so many friends, especially among the OFWs whom he has helped. To many of us who know him personally, particularly here in Kuwait, and also in Iraq, he is considered like a hero.

From the start up to the height of the kidnappings and killings in Iraq from 2003 to 2005, Atty. Jijil repeatedly risked life and limb, including the real probability of capture by terrorist and insurgents alike, to literally save OFW lives there.

He took part in the overall effort to free Angelo Dela Cruz, and as Robert Tarongoy would later say, Atty. Jijil was the one who grabbed him bodily towards final freedom. We believe Your Excellency gave him a Citation in 2005 for courage and dedication beyond the call of duty.

As Labor Attache to Kuwait, Atty. Jijil, as Head of Task Force Lipat Kuwait, organized the community and led the initiative to secure our lives and livelihood during the 2003 Gulf War. During that time, we saw him almost everywhere, taking on some of the most difficult task, and responsibility, in our behalf as OFWs. This is our testimony in Kuwait to the actual actions of the man.

We were among those who where grateful when you appointed him Deputy Administrator of OWWA in 2005. To us in the job-sites, OWWA became a living reality because someone who dwelt among us and experienced our hardships and understands our problems, was there. When Your Excellency conferred on him a second Presidential Citation for his performance in keeping Filipinos out of harms way during the Israel-Lebanon conflict in 2006, we were not in the least surprise.

Atty. Jijil is loved and trusted by many in the OFW community. He is a published author on international migration issues and a competent lawyer who knows the many ways and hidden byways so important in handling OFWs Middle East problems. We believe your Excellencys government recognized this when, among many others, he was sent to assist the Vice President in a mission to save Marilou Ranario in Kuwait from the gallows in 2006.

For us, OWWA, despite its many imperfections, is still critical to our welfare and protection. We believe that it should be headed by a person who already knows the job, who would be able to run it as soon as he or she is seated. We believe that, with due respect for others that your Excellency may consider, that person is Atty. Jimenez. We know that he will always place the interest of OFWs before his own and acquit himself with passion, dedication, honesty and competence.

Without any hesitation and with fervent hope that you, as our countrys leader, would heed our call, we declare our whole-hearted endorsement of ATTORNEY ANGELO JIJIL A. JIMENEZ for the position of ADMINISTRATOR of OWWA.
