Against the New York City Housing Authority Pet Policy

Dear Chairman Morales,

We, the Undersigned, oppose the manner in which NYCHAs amendment to the Pet Policy was implemented. We oppose arbitrary and condescending rules against particular breeds. We oppose excessive weight restrictions on dogs. These types of regulations unfairly discriminate against responsible dog guardians who reside in NYCHA and serve only to brand public housing residents and their pets as vicious and out of control.

Additionally, the manner in which residents were notified was sub par in even the most generous assessment. Mail notification did not occur in many developments; NYCHAs newsletter Journal only announced the policy change on the 11th page of its April issue; and most distressingly, the sparse notification that did exist was only distributed in English. Spanish and Chinese-speaking residents, among others, could not read the notice announcing the policy changelet alone follow it.

To rectify these problems we feel like your offices need to:

Extend the May 1st deadline to May 1st, 2010.

Revoke the bans on specific dog breeds.

Conduct a full Authority review of the pet policy with participation of NYCHA tenants who are pet owners. We must create a real solution to the issues that having pets bring to the public housing community.

Halt any and all evictions in association with the pet policy.

At the Town Hall and final presentation of the Draft Annual Plan, solicit resident suggestions on a more rational pet policy. These suggestions should be the basis of the final pet policy to be implemented on May 1, 2010.

    • How can you expect me to give up a dog who is a member of the family? He's 7 years old, and he's been with us since he was a six-week old puppy. They never had a problem with him before, and NOW they want to force him away from his family. I say how about you put your 7 year old out on the street. That would be wrong, wouldn't it? This is heartbreaking and your rules are a form of ANIMAL CRUELTY! You're forcing dogs who are in loving environments where they are getting the care they need into already overcrowded shelters where they can be killed! If you do not sway from this decision, you will be just as bad as Michael Vick.

    • Where is the research that says; all dogs over 25 pounds are vicious and therefore must be banned. This travesty of the housing law doesn't have leave way for the law biding citizens, who own big lovable dogs for years and who follow the rules of picking up after them and keeping them licensed and vacinated. It is total discrimination. A dog is a dog. Like human beings, they come in all sizes and colors. NYCHA can't expect good dog owners to give up their family members just on a whim! Where are they all going to go? The shelters are already over crowded. Most grown dogs, no matter how loving may not be adoptable and will most likely end up being euthanized. It's heartless! It's like the Holocaust for dogs! NYCHA should do their research before issuing any of these laws. Go after the bad owners who raise their dogs to be vicious! Evicting good families because they don't want to give up their loving pets is a poor excuse for not going after the real issues of crime and drugs in our buildings!

    • Why shouldnt I be able to visit my daughter in a Nycha builing with my Bulldog along with me. Most lovable dog around the area everyone loves him cause he is so friendly. Come on its not the dogs its the owners who are responsible for how the dog acts.

    • What happens if my dog goes 1 or 2 lbs over the weight limit cause he's over weight? Do I get evicted? This is ridiculous and it just shows the knee jerk reaction by NYCHA and how ignorant they are...Your saying that the traditional American dog such as the Lab or golden retriever are not allowed? The gentle dogs they are are banned....absolutely ignorant and ridiculous!
