Attention: judge residing over this case

This petition is in reference to Russell Watson.

On the morning of August 21, 2002 in the Mantua section of Philadelphia, a seventeen-year-old Russell Watson deliberately beat a one-year-old pit bull named Rahkim with a baseball bat. That morning, Rahkim got loose from his owners back yard and eyewitnesses report that the dog was just walking down the street when Russell Watson attacked the dog with the bat. The witnesses tell of an injured, bleeding dog running into a nearby Laundromat to escape his attacker. The Laundromats security camera recorded what followed next. The graphic tape shows the dog, already battered and bleeding, limping into the Laundromat and trying to hide behind a row of washing machines. A man follows, dangling the bat from one hand. Moments later he can be seen carefully lining up with the bat and bringing several crushing blows down on the dog. He then drags the bloodied, unconscious dog outside by his tail and out of camera view. When outside, Watson tied Rahkim to a building and continued to beat him! People who know Watson said that later that day he was laughing and joking about the attack, saying he "Took care of that 'bleeping' dog. When Russell Watson was arrested, he was in possession of 14 bags and 16 vials of crack cocaine. Rahkim was in very bad shape and had to be put to sleep. As an animal lover, I am sickened, shocked and outraged by the senselessness and extreme cruelty of this crime perpetrated upon an innocent animal on the streets of Philadelphia and I want my voice heard!

Our judicial system and law enforcement officials must recognize that individuals who perpetrate such brutal and senseless acts of cruelty against defenseless animals are exhibiting deviant and criminal behavior; animal abuse must not be considered a mere prank, but rather a signal of future deviant criminal acts.

Cruelty to animals, child abuse, and domestic violence are proven, interrelated crimes. They are symptomatic of disturbed individuals, dysfunctional families, and predictors of repetitive violence that often escalate in their range and severity.

People are at risk when animal abusers are not held accountable and punished sufficiently for their crimes.

It is my sincerest hope that you will acknowledge these indicators of potential future violent and anti-social misconduct, and that Russell Watson be held responsible for his horrific action and given the maximum sentence allowable by law for his crimes.

    • The defendent engaged in "rehersal behavior." Today he brutally beats an animal to the degree the dog is put down; tomorrow he brutally beats a human to the degree the person is brain damaged or crippled. The judge is wrong--this type of behavior isn't treatable in juvenile court.
