Those whose names are affixed to this petition are all attesting to being citizens of Muscogee County and the surrounding areas, and are in agreement that anti-homelessness laws and policies in general, and specifically the "Tramp Law", are inhumane and collectively serve to subvert the Constitutional rights of American citizens in ways far too reminiscent of "Jim Crow" laws and policies. Those whose names are signed to this petition affirm the essential human rights of all men and women, regardless of ownership of property, possession of legal tender, or possession of legal forms of identification, and believe that any laws that limit these aforementioned rights - and, again, in particular the "Tramp Law" - are not in accordance with the laws of God or the Constitution of the United States of America, and should therefore be altered, abolished and, in the interim, resisted and abrogated. All individuals signing this petition are attesting to having read and understood the "Tramp Law", which is cited in full elsewhere on this petition. Furthermore, all individuals signing this petition are attesting to having signed this petition only once, whether in paper or electronic form.
Sec. 14-10. Begging; tramps.
Any person who shall go about from door to door within the corporate limits of the city for the purpose of begging for his or her benefit, or who shall place himself or herself in the streets, highways, lanes, parks, cemeteries or other public grounds of the city, with no fixed place of abode, shall be known and arrested as a tramp.
