Mandatory Drug Testing for Wisconsin Welfare, Child Support, and State Employees

We, the undersigned, petition to set in motion and support a Wisconsin statewide drug testing policy for all current public assistance recipients, all public assistance applicants, and any/all State of Wisconsin employees whom recieve state paid medical insurance.
*(Public Assistance meaning Welfare)*
*(Subject meaning person(s) being tested)*
*This policy will also govern recipients of child support payments*
-Tests shall be performed onsite at local welfare/assistance/support office at time of application at the Subject's expence for $10.00. Testing will be conducted every month after being notified by mail with test appointment date.
-Under No circumstance shall a subject be granted assistance without a test being performed during the month prior to the month of assistance payments.
-If a Subject tests positive and can produce a valid prescription for that particular substance, the positive result shall be omitted.
-If a Subject tests positive for any prescription drugs (without a valid prescription), or any illegal drugs, the Subject will immediately be denied assistance and must wait a period of no less than 3 months before applying again.
-If a child support recipient tests positive for any prescription drugs(without a valid prescription), or any illegal drugs, the local Family Court Commissioner's office will be notified the next business day and a review hearing will be scheduled expediantly.
-All State of Wisconsin employees currently receiving state paid health insurance shall be tested during any visit to a medical facility seeking treatment for health care.
-Any State of Wisconsin employee who tests positive for any prescription drugs(without a valid prescription), or any illegal drugs, shall have their medical insurance suspended for a period of no less than one(1) year starting the day of test results.
