Re: The Awakening Petition.


Dear Mr. President,

On behalf of myself and the people whose signatures are included in this petition, we do hereby submit this petition before you and to the United States Government and it's various agencies.

We desire approval of our petition so that the people of the United States may have full Access to Medical Treatments and medical insurance coverage for the treatments of Central Nervous System health concerns of Traumatic Brain Injuries and Neurodegenerative Disorders with the use of High-Dosage Oxygen Therapy (HDOT) which is also known as Hyperbaric Oxygen Therapy (HBOT).

We suggest that it is from negative politics that the eyes and ears of the Dept. of Health and Human Services in the United States has been turned away from hearing the cries of the children of America.

The people of the United States work for a lifetime and pay a mandatory percentage of their income in order to have medical coverage in their time of need, and yet, should they elect to have Access to the Medical Treatment of High-Dosage Oxygen Therapy for conditions of cerebral hypoxia and other serious neurological concerns, medical insurance is generally unavailable to them or to their children. We are happy to see that this is changing in the state of Texas, we petition that it may be done in all the United States.

Therefore, we the people petition the government to consider the rights of the citizens in health care, and to assist us to encourage the Dept. of Health and Human Services to accept the treatment of high-dosage oxygen therapy for neurological disorders in the United States of America.
We ask this petition because of our God given and undeniable rights to health and freedom of choice as well as the laws that govern our Access to Medical Treatments within the United States; and to permit that our health care practitioners be free to treat these neurological disorders with the use of high-dose oxygen therapy without the fear of prosecution.

We also call for medical reform in health care because we are subjecting very small children to serious drug medications when they're permanent neurological pathways and cerebral patterns are being formed in the brain. And at the same time submitting adults to drug medications that interfere and destroy brain chemistry, which leads to health concerns such as Parkinson's, Alzheimer's, Senility, Arterial Disorders of the Brain, Cancers, and other forms of neurological injuries and disorders.

True, it is a "cash-cow business" but we must not perpetuate the injustice of the distruction of a child's brain with overwhelmingly powerful drug medications for the sake of money.

One may ask "Does high-dosage oxygen therapy really work for neurological disorders?" Some say no, while others say yes. In order to find out we must continue to have unbiased and responsible medical investigation with clearness of thought, and to accept the responsibility of scientific medical research and go beyond the limitations of the past and do what some have termed "impossible". Year after year positive advances have been made in hyperbaric medicine. Difficult issues have been identified and solutions have been discovered.

"The prime cause of cancer is the replacement of the normal oxygen respiration of body cells by an anaerobic cell respiration". -Dr. Otto Warburg, Twice Nobel Laureate.

"In the human body, 20\% of the oxygen consumption occurs in 3\% of the body mass: the brain. It is clearly worthwhile to explore whether and to what extent disability can be reduced or avoided by prompt use of hyperbaric treatment". -Dr. Edward Teller, Director Emeritus Lawerence Livermore National Laboratories, California & Senior Research Fellow Hoover Instition, Stanford University.

We are compelled to believe that high-dosage oxygen therapy is a most powerful and scientifically proven and defensible treatment in medicine. The primary cause of cerebral hypoxia is a lack of normal oxygen respiration of the brain cells; for the benefits of oxygen begins with the first deep breath of it. Oxygen is to the body and brain what rain is to the desert ~ it creates an oasis in life.

Our friends in other countries such as the United Kingdom have access to high-dosage oxygen therapy for the treatment of neurological disorders.
In the United States taxpayers pay millions of dollars every year for health coverage but do not receive medical insurance coverage for treatments of the Central Nervous System with high-dosage oxygen therapy.

Mr. President, why is this treatment not accepted for neurological conditions, symptoms and disorders? Why is it not covered by medical insurance?
Are we being politically manipulated and gambled over for a price, or scammed out of our rights in freedom of choice to have Access to Medical Treatments?

In 1989 President George Bush signed a Presidential Declaration designating the 1990's as the "Decade of the Brain". He called upon the citizens of the United States to observe the decade with appropriate activities. A major aspect of these brain research activities has been:
1. To better understand the human brain.
2. To prevent injury to it.
3. To develop therapies which restore lost function.

We know that multinational scientific medical research has been done for treating neurological conditions of the brain with high-dosage oxygen therapy. The brain scans have been taken. We know the truth and are prepared to present this medical research.

"Oxygen is vital to the brain, and oxygen deficiency, regardless of the cause, starts a vicious circle of pathological changes in brain tissue: Primary brain injury - hypoxia - edema - aggravation of hypoxia - secondary brain damage, etc.
The following are the main mechanisms of the effectiveness of hyperbaric medicine in neurological disorders:
1. Relief of hypoxia.
2. Improvement of microcirculation.
3. Relief of cerebral edema.
4. Preservation of partially damaged tissue and prevention of further progression of secondary effects of cerebral lesions.
5. Improvement of cerebral metabolism."

We have known many with traumatic brain injury that often find themselves without the services that are supposed to be available for them, among them are: Individuals for Disability Education Act, Medicare, Medicaid, Social Security, Vocational Rehabilitation and Americans with Disability Act. As a result of the present political policies many may be unnecessarily unemployed or underemployed. The Traumatic Brain Injury Act has been written for these people. The clinical studies and results for them have shown excellent results and significant improvements with the use of high-dosage oxygen therapy. Many of them want to be treated with high-dosage oxygen treatments but cannot pay for it without medical insurance coverage.

"Putting patients under high-dosage oxygen pressure forces more cell-resuscitating oxygen into damaged spinal nerves than is possible at normal atmospheric pressure. It may mean the difference between significant disability and no disability." -Dr. Philip James, University of Dundee, Scotland.

"Oxygenation is the most critical function of blood flow and a sudden reduction in oxygen availability is an inevitable consequence of severe ischemia. A course of hyperbaric oxygen therapy frequently results in a permanent improvement in both blood flow and metabolism". -Dr. Richard Neubauer and Dr. Philip James.

Therefore, Mr. President, we petition you for your assistance in this health care issue. We ask that we may be able to realize your support in reversing the hypoxic state of politics that is a knife against the throats of the American people.
