Broadband providers are forever telling us that they can provide 'upto' a certain download speed. Everyone pays for this 'upto' speed when very few people actually receive it. I think that everyone's actual broadband speed should be measured in some way by means of a meter or other suitable method, then our bills be calculated according to the average speed and reliability of the connection. Just as gas and electricity is handled.
