We, as Filipinos, RECOGNIZE that the drafting and crafting of laws are the functions and responsibilities of the legislative branch; that the Members of the Senate and the House of Representatives have no jurisdiction and business in the actual identification and implementation of government programs and projects which functions and responsibilities are that of the executive branch in both the national and local levels.

CONSIDERING the various conflicts that have occurred, are happening and shall emanate in the separate identifications and implementations of different programs and projects of the National Government and the Local Chief Executives vis-а-vis those of the Senators and District and Party list Representatives, the allocation and utilization of pork barrel funds of legislators have resulted into waste of the taxpayers money, uncoordinated plans and activities, political bickering and grandstanding, and similar factors that are disadvantageous to the society and people in general.

REALIZING that the pork barrel funds have been, are and will be sources of graft and corruption in the form of commissions, cuts, ROIs, percentages and the likes, the funded programs and projects have been, are and will only be low-quality, low-grade, substandard, incomplete, non-priority, nonessential or not in accordance with national and local development plans and the actual needs of the society and people.

We, as Filipinos, therefore, PETITION the Members of the Senate and the House of Representatives to pass a bill that calls for the immediate abolition of the pork barrel funds and to ban the creation of similar funds in the future.

    • I strongly agree that Pork Barrel and anything of such nature should be abolished. First, indeed the legislatures should focus on law-making for this is what the Constitution has delegated to them as an equal branch; second, truly, and it is of common knowledge, Pork Barrel and all funds of similar nature, have been the source of graft and corruption in this country. It only perpetuated traditional politics and enriched political clans at the expense and to the disadvantage of the poor and underprivileged sector of our society! Down with Pork Barrel! Down with those legislatures who support the continuance of this fund!

    • A very patriotic move, but do you think our (honorable?) Senators/Congressmen will listen and act on this? It is like slashing their own wrists.

    • This idea of pork barrel fund is just another excuse in order to do some hocus-pokus job , It's about time this country will work together in order to help the majority of Filipinos who are living below the poverty line.

    • Good! This kind of funds should not have existed in the first place. This fund only exposes how corrupted our political system is. This shows the selfish and self-aggrandizement motivations of the members of the legislature. We know it will take a very strong political will and concerted of the people for our Congressmen to act to abolish the pork barrel. But we have to start somehow, and this is ony the beginning.

    • Senate and Congress were tasked to create laws and ensure that they are correctly implemented. They should stick to their designated task and leave the city and barangay projects to local governments.
