SRIKRISHNA COMMISSION REPORT

The Srikrishna Commission was set, up to inquire into the 1992-1993 Mumbai riots.

The Commission, headed by Justice B N Srikrishna submitted its report in 1998.

The Commission had inquired into the communal riots that followed the demolition of the Babri Masjid on December 6, 1992, and indicted several politicians and police officers.

In the two rounds of rioting that followed the demolition of the Babri Masjid in December 1992, 900 people died - 575 Muslims and 275 Hindus.

The report of the Srikrishna Commission remains unimplemented even three years after its submission.

"The response of police to appeals from desperate victims, particularly Muslims, was cynical and utterly indifferent. On occasions, the response was that they were unable to leave the appointed post; on others, the attitude was that one Muslim killed was one Muslim less...Police officers and men, particularly at the junior level, appeared to have an in-built bias against the Muslims which was evident in their treatment of the suspected Muslims and Muslim victims of riots. The treatment given was harsh and brutal and , on occasions, bordering on the inhuman...The bias of policemen was seen in the active connivance of police constables with the rioting Hindu mobs, on occasions, with their adopting the role of passive on-lookers on occasions, and, finally, their lack of enthusiasm in registering offences against Hindus even when the accused was clearly identified and post-haste classifying the cases in 'A' (True but not detected) summary".

    • Unequal / Selective / Discriminatory Justice: TADA (Terrorist and Disruptive Activities) Act and NSA (National Security Act) were not used / applied. During the riots the Army had allegedly found unlicensed guns in the possession / jeep of the then Shiv Sena MLA Madhukar Sarpotdar (now an MP), who could've been charged under TADA and NSA, but he wasn't. Charges have also been levelled against the BJP leader Gopinath Munde for possessing illegal weapons under the NSA and TADA. However, they were dropped by the BJP-Shiv Sena government and successive governments have let the report gather dust. The then Jt. Commissioner of Police R D Tyagi says "My senior officers (DCPs and ACPs) admitted themselves in the hospital instead of controlling the riots. The enforcement of curfew turned into a farce. They've been promoted and honoured! ". Every time a riot happens the political stratagem is to set up a commission but these things don't require a commission. One should immediately file a/an FIR, get hold of the

The riot victims would never get justice because politicians have destroyed the police. R D Tyagi, Madhukar Sarpotdar, Ram Nayak, Chandrakant Handore the then Mayor of Mumbai and Shiv Sena supremo Bal Thackeray co-ordinated the carnage. Sudhakar Rao Nayak's Congress government turned the other way. The Mumbai Policemen aided rioters. Transcripts of wireless messages between police officials clearly prove they were communal and encouraged their colleagues to conduct and allow attacks on Muslim properties. Had the army be given an operational role in Dec 92 and Jan 93 it could've have put an decisive end to these riots. Bal Thackeray: "Not one Muslim should be left alive to stand in the witness box. Kill them. Send them to Allah. Send the additional police commissioner, A A Khan, to his Allah. Retaliate to the Hindu killings in Jogeshwari. I'm proud of what my boys have done."
