Pedimos que en en el Partido de San Fernando se termine absoluta e inmediatamente de matar perros y gatos como metodo para controlar su poblacion, y se implementen Programas de ESTERILIZACIONES MASIVAS, GRATUITAS, EXTENDIDAS Y SOSTENIDAS EN EL TIEMPO.
Realizandolas de manera efectiva, esto es en numero tal que se logre un impacto en la poblacion de animales (70 \% de la poblacion estimada, mantener esta Tasa de Impacto por 6 meses, y luego un ritmo constante y permanente del 30 \% de la poblacion estimada). Esto debe ser realizado en las zonas carenciadas del Municipio para ser efectivo. De no ser asi, todo intento de control efectivo, fracasa.

Y tambien denunciamos, Sr Intendente, el maltrato que sufren los animales alojados en el Centro de Zoonosis, violando la Ley Nacional Penal Nє 14.356 de Proteccion al Animal, y malversando fondos publicos por negligencia al no cumplir con las Obligaciones del Funcionario Publico. Como por ejemplo el caso de Benito, el cachorro quemado con acido en dicho Centro Municipal y que permanecio sin atencion veterinaria durante 20 dias, hasta que protectores de animales se acercaron a socorrerlo.

Tenemos conocimiento que Ud. posee trabajando de su gobierno funcionarios de gran valia como el Secretario de Desarrollo Social y Salud Publica, Dr. Martнn Lissarrague, le pedimos que йl se encargue de la puesta en marcha del Programa de Esterilizacion, y que, sabiendo cortar por lo sano, tome medidas respecto a los funcionarios que hace mбs de 30 aсos que desempeсan sus funciones deficientemente en el Centro de Zoonosis a costa del erario publico.

El Pueblo Soberano se lo pide.

We people ask to stop killing dogs and cats as a method to control population, an to set in motion SPAY/NEUTER PROGRAMS, do them properly, having 70\% of estimated population spay/neutered as an impact rate maintained for six months, that will bring mesurable results at the short time, then the rate can be lowered at 30\% of the estimated population as a maintaining rate. The program to be successfull has to be focussed on the poorest city zones. If not the all program flunck.

We also, give you notice about the abuse suffered by the animals hosted at the County Center, infringing National Law about Animals Rights NЄ 14.356, and spoiling public founds uncaring about their responsabilities as public functionaries. Such the case of Benito the puppie acid burnt at the County Center who had to wait 20 days without veterinary assistance until animal protectors came to rescue him.

We know you have excellent professionals working with you, such as Public Health Secretary Dr. Martнn Lissarrague. So we ask to let him the commitment to carry on this program, and we want him to remove from public administration people who was in charge and didnt get a solution, although they were for more than 30 years at public administration at the Municipal Center having all the resourses of the City at their hands and was their responsability.
