We the people of the United States of America require a true democratic republic, a government of, for, and by the people of The United States of America.
As such, we petition the United States Congress, and the President of The United States of America to enact the following;

1.) All non-emergency legislation before the U.S. Congress must be openly debated.
All non-emergency legislation before the U.S. Congress must upon being written, and before being voted upon by members of the U.S. Congress, be presented to the people of The United States of America for a period of not less than 3 days, and not more than 7 days for open public comment prior to any vote taken in Congress for passage or rejection of said bill.
The pending legislation must be presented completely, with open access to any U.S. citizen, and all comments provided by all citizens must be read and considered prior to a Congressional vote, and every member of Congress must accept the will of the people, the voice of the majority.

The voice of the people must finally be considered and heard.

2.) All non-emergency legislation upon being approved in, and by, the U.S. Congress, must allow a period of no less than 5 days, and no more than 7 days for open public reading and comment prior to every bill being signed into law by The President of The United States of America.
