This petition is for an increased allocation of Richard Stockton College of New Jersey's Internet bandwidth, to the residential area. Stockton's bandwidth is poorly distributed between Academic Computing and Residential Computing. It should be looked at and allocated differently. Giving a slight increase to the residents during the day... and the unused Academic Bandwidth at night when all the residents are in their rooms.
Over the years, residents have been subjected to a series of restrictive measures. Port blocking and packet shaping technologies have been incorporated to reduce the amount of strain caused by certain Internet activities. These efforts have greatly limited students' access to the Internet, and have not improved its response time. Often, basic activities such as e-mail and web research are simply not possible.
In addition to these arguments, it is also worth noting that the BitTorrent protocol has been entirely blocked from use, in an attempt to reduce the lawsuits brought against Internet users. While the cause is acceptable, it must be said that BitTorrent is not illegal in itself, but in it's implementation. Many software distributions, works licensed under Creative Commons, and open source licenses which are completely legal, are blocked from being downloaded. BitTorrent has the potential to allow individuals to reach broad audiences.
We demand that Stockton provide students with Internet access that meets their needs reliably, or allow them to obtain Internet access from a third party.

- All protocols have the potential to be misused. Blocking them prevent us from harnessing their potential. More importantly, we need reliable, responsive Internet access.

- I don't agree with the last paragraph. But the first two are valid and intelligently put.
