The Tagore Circle underpass at Basavanagudi is being undertaken in absolute secrecy by ignoring public concerns. Although none of the roads or intersections in Basavanagudi see more than 6,000 PCU per hour, major infrastructure projects are thrust upon this serene locality.
Most of the roads within the Bangalore city are not suitable for construction of flyovers or grade separators: these should be built on ring roads. Multi-layer flyovers in cities, namely Bangkok and Los Angeles, have failed to solve traffic woes and in fact Los Angeles is thinking of pulling down all the flyovers. Tagore Circle threatens to become another infrastructure eyesore in the city.
The controversy surrounding the Tagore circle underpass shows, the hide-bound officials of BBMP have -- not for the first time -- taken an arbitrary decision with scant regard either for experts' views or public opinion. From all the reactions over the last few days, it has emerged that the BBMP, almost secretly, prepared the ground for spending around Rs 20-22 crore on an underpass which serves no purpose.
The project, shelved three years ago following public protests, has been revived suddenly. This unwanted monster will / would end up being one among many wasteful projects in the City. The underpass at Tagore circle or the one completed at Malleshwaram or the flyover at National College junction are some of the instances of wasteful and mindless expenditure.
The traffic experts too maintain that the traffic volume at the circle did not warrant the construction of the underpass. The face of Basavanagudi has unfortunately changed for the worse. The character of this historical locality is under immense / great threat.
This underpass construction is a waste of public funds. The civic authorities seem to have taken up this project only to ensure that the funds sanctioned under JNNURM do not lapse.
Despite strong opposition from the ruling party MLAs and the local residents, the Bruhat Bangalore Mahanagara Palike (BBMP) has decided to go ahead with its proposed Tagore Circle underpass project.
The BBMP Commissioner has unfortunately claimed that the Underpass is not constructed for the convenience of the local residents of Basavanagudi but for those who cover a long distance. He added that infrastructure projects are taken up keeping the future in mind.
This underpass is a complete waste of the taxpayers' money. The other BBMP projects had been executed over indefinite periods, but Tagore Circle was dug up overnight.
The BBMP has unfortunately become indifferent to people's voice and has been chopping full-grown trees to make way for costly infrastructure projects. With the way the City is/was being planned, not a single tree would remain in Basavanagudi and Bangalore.
Bangalore is one of the 59 cities to which Ministry of Urban Development or MoUD has sanctioned grants for public transport buses. Mysore too is one of the other cities.
This grant is linked to conditional reforms in the transport sector in cities that includes higher taxes on private cars, dedicated funds for public transport, parking policy as a car restrain measure and bus sector reforms. But cities utilising these grants in Karnataka are unfortunately not fulfilling their commitments.
The rights of pedestrians and cyclists are unfortunately not being taken care of while utilizing JNNURM funds in Urban Karnataka.
Trees are being chopped in Bangalore City to make way for costly infrastructure projects. The authorities are embarking on projects that are destroying the tree-lined or tree canopied broad/wide avenues / roads of Bangalore. With the way the City was being planned, not a single tree would remain in Basavanagudi and Bangalore.
Therefore, we request your kind attention for reviewing and scrapping / abandoning of this highly controversial construction project at the earliest.

- It has become impossible to cross any road in Basavanagudi - and in Bangalore generally - without putting one's life at risk. Similarly, walking on a footpath has also become a luxury. - Making roads signal-free, building flyovers only encourages more cars and motorised transport in a city that desperately needs a cut down of vehicles on road. The underpasses, flyovers etc are clearly reflective of the government that would do anything to usurp the tax payers money. How about some honest solutions like making cycling lanes and widening footpaths and planting more trees ?

- If any structural construction is to be done, take mending the horrible roads. Improve the mass public transport system of the City. Have a forethought and save the sources of the fresh air, which is lessening day by day. The Basavanagudi area is already very neatly structured with parallel roads all over. Let that be maintained as it was and as it is. Every city, like individual child has its unique characteristic. Any construction in the name of "Development" should retain that specific character of the City. Bangalore is known for its greenery, whichis maintained for nearly 200 years. The development need not take away the identity of any place. Let Basavanagudi be the temple area, retained with its lush green surroundings. I beg you to retain this identity of this well structured area.

- Already the beauty and the serenity is taken away from the temple area of the city. Most of the old Educational Institutions exist here. One of such educational temple lost its landmark identity by the so called "Fly over". Consequent to that "construction" and to retain / maintain that use(d)less "Construction" Metro took 4 90 degree turns, entering into Lalbagh, Lakshman Rao park, snatching away many Fresh Air Tankers. This is the third UNWANTED ENTRY into this peaceful area of the city. Do you have any objection to any part of the city to be with less noise and havoc? DO you envy that the people in this area are enjoying the silence, hardly found in the city recently? Do you think old means death? Let this deep rooted cultured area retain its green culture. Don't come in its way. The area was built with a vision to sustain even further development of the city and technology. If possible, try to cultivate / imbibe that vision in your "Developmental Works".

- Make some convenient place for those poor vendors, who helplessly occupied the foot path of the Ganchi Bazaar Main Road. With them occupying the place for their livelihood, there won't be any space for parking. This is very "fine"ly used by our Traffic System, to grab the vehicle, parked even for 5 minutes and making the vehicle owners helplessly succumb to "bribing" to save and get the vehicle back. Before constructing any new thing, think of making the most useful with whatever already available. Before continuing with the Underpass work, visit the GndhiBazaar Main road, on any evening, at least once, with an alertness to the surrounding. If you are an able official, you will know the truth in what I have hardly expressed.

- Basavanagudi is one of the oldest,greenest & best planned localities in Bangalore.Being a resident of this area since my birth,I am strongly against the Underpass project @ Tagore Circle Junction. Already lot of trees have been butchered mercilessly in & around K.R.Road for the construction of flyover @ National College Junction & for the Metro Rail.The traffic on the entire stretch of K.R. Road will be high only between 9.30am to 11am and 6.30pm to 8pm & signal lights have been installed at EVERY Junction on this road right from KIMS/Makkalakoota Junction till the other end @ BSK 2nd Stage/Monotype Jn,except at Tagore Circle Junction! which clearly indicates that traffic jam is almost non existent here.A single traffic cop @ this Jn during peak hours is sufficient to control & regulate the traffic flow.

- Presently the traffic movement on K.R.Road is affected due to the Metro Work and the Under pass work is adding to the present traffic problem.The amount of fossil fuel wasted & the pollution is also high due to the nearly 1.5km detour.The authorities have erected boards at this Jn stating the clearances obtained from civic agencies to proceed with the work.But the civic agencies say they were not at all approached & also the column which says "Clearance & Approval from Police,dated:" is BLANK. I therefore request the elected representatives & govt to intervene immediately and suspend the useless project @ this initial stage itself and restore K.R.Road.Since only the top layer of the road is removed,I feel the money required to restore it is negligible when compared to the cost of the project.The amount allocated to this project can be used to restore greenery in this garden city by planting and maintaining trees & for basic civic works like provision of proper footpaths,roads &clearing of storm water drains.
