BACKGROUND: Virginia residents in counties/cities inside Interstate
Route 495 (the "beltway" serving the Washington, D. C., region) along
the I-395 corridor are awakening to the prospect that their safety,
quality of life, property values, and taxation will be adversely
affected by the proposed creation of a high-occupancy toll (HOT) lane
stretching miles from south of the beltway toward the District of
Columbia. This public-interest petition echoes those residents'
concerns about, and objections to, the HOT lane project, seeking all
available remedy from pertinent government officials.

TEXT OF THE PETITION:

(1) Whereas, the construction/operation of the proposed HOT lane has
the potential for far more negative attributes than positive ones;

(2) Whereas, the affected residents deserve full, prompt deference
from officialdom in the resolution of their concerns and apprehension
in this matter;

(3) Whereas, the several jurisdictions/communities most at risk of
incurring burdensome consequences from the proposed project expect and deserve adequate official transparency and fair-minded interaction from the various authorities assigned to planning,
executing, and overseeing the project; and

(4) Whereas, this petition serves as a formal instrument for
expressing our collective grievance, and for seeking its redress --

We, the undersigned, do hereby call upon our key elected and appointed officials to join (and help sustain) our opposition to the project as conceived and designed.

    • For me, this ill-conceived and possibly dangerous project constitutes more than a NIMBY ("not in my back yard") matter. It also conjures NIMFYE (not in my front yard either). We, the affected residents of Parkfairfax Condominium, et al., refuse to be pawns in a game of expediency perpetrated upon us by those in the SOB (south-of-the-Beltway) range!

    • VDOT wants to expand Shirlington Circle into 5 Lanes managed by 6 traffic lights. This "asphaltization," additional traffic, noise and pollution will be devastating to our garden community. Hot Lanes inside the Beltway not necessary; current express bus system works well and public transit options can be improved. Stop VDOT and Hot Lanes now!

    • I blame elected / appointed / community leaders at all levels for the incipient gridlock and terrible air pollution. That includes Delegate Englin. Earth to Delegate Englin: "working with VDOT" is like working with the Taliban. I also resent Delegate Englin installing tracking cookies on my personal computer and censoring comments that place the blame for the 395 mess where it belongs - elected officials like him who not only tolerated but encouraged massive in-fill redevelopment in the 395 corridor - for decades.

    • This project, if implemented, will be an environmetnal disaster. I oppose any consultation with VDOT except for ending the project and replacing HOT lanes with large scale traffic mitigation, including CNG-powered interurban bus service to outlying counties. Accepting construction of huge sound barriers by VDOT is a non-solution that will do nothing about air pollution and traffic.. I also blame elected and appointed 'leaders' at all levels of government who wre only too happy to approve mega in-fill development in the I-395 corridor with concomitant massive amounts of parking.for single occupancy vehicles.

    • The blame lies with state and county elected officials and their appointees. I opposed Shirlington redevelopment what a parking / traffic mess that created. The '"community leaders" that were responsible for Shirlingon are still making bad planning and transportation decisions, only at the County rather than the community level. They want to make a "deal" with VDOT, they will accept HOT lanes if massive sound walls are constructed along 395. Which does nothing about the traffic and pollution from tens of thousands more vehicles .

    • I DO NOT accept a quid quo pro whereby 40-foot sound barriers would be installed on both sides of I-395 by VDOT in return for corridor residents accepting HOT lanes. That would do nothing about the pollution and traffic the HOT lanes would create.

    • Based on the topography south of Glebe Road the sound barriers would have to be 80 feet high to be effective. Governor Kaine will be returning to his Richmond law firm in January. He has no interest at this point in mitigating the environmental effects of HOT lanes.

    • According to a report by the Federal Highway Admistration as reported on WTOP radio station, the HOT lanes would save 5 minutes off the daily commute - 5 MINUTES!! Not worth the cost or aggravation or damage to the environment,. HOT lanes do nothing to promote public transportation/carpooling but will increase individuals driving alone to work and therefore increase traffic outside the HOT lanes and more pollution. Think about it before you do it.

    • This project encourages more single drivers; we need to focus on mass transit. I am also concerned about negative effects on the residents in the area around Shirlington Circle, which is being enlarged to allow much more traffic, and which I think will bring more cut through traffic through our neighborhoods.

    • I see the "hot lanes" as a huge negative impact on the City of Alexandria. I also have a doctor on Shirlington Rd. How will I ever get to the Doctor from Del Ray to the Shirlington Circle. I think the nasty comments that I read on this site hurt the cause more than it helps it.

    • On the surface this appears to be a beneficial project in that it encourages car/vanpooling . However what it is actually doing is opening up more lanes so that more people use the roads when we should be encouraging them to use rail or bus. Moreover, I can see it coming that there will be a push to extend the HOT lanes all the way to Richmond. Additionally, the noise from the trafrfic on I 395 is extremely high now and will only increase if another lane is added. Is this environmentally accepable. I think not.

    • These dollars should go towards mass transit, not the widening of highways and incentivising of suburban sprawl. 50 years of these failed policies must end. Implement a congestion tax and this would not be an issue to begin with.
