Create a Panel that Reviews Rejected Videos at You Tube

There is a serious problem at You Tube. Members who post adult-oriented videos on You Tube have had videos "disabled for violation of the You Tube Community Guidelines", that, in fact, when judged fairly and impartially, are in full compliance with the Guidelines.

There is a darker side to this. There is evidence that some members maliciously flag videos of other members that they dislike or have a grudge against. They use the video flagging tool as a weapon to punish other members. Flagging is supposed to be You Tube's way for members to participate in keeping the You Tube community free of inappropriate-content videos. Unfortunately, some members are abusing this system. They know that if they flag an adult-theme video, especially multiple times, there is a better than even chance that the video will be disabled, and that the poster will get slapped with a "warning strike" (Three warning strikes result in a permanent termination of the posters account). A possible reason for this is that You Tube screeners tend to err on the side of the flagger, not the poster. After all, You Tube staff views video flagging as a member's expression that s/he is sincerely offended by a video. You Tubes mission is to correct this, and the most efficient way to do that is simply delete the offending video.

Video posters are wrongly getting their videos deleted and their accounts suspended. But right now, regrettably, there is little or nothing that the poster can do about it. There is no appeal or grievance process in place when a poster has a video deleted.

A Proposal:

We, the undersigned, propose that a special panel be formed, perhaps called, You Tuber Video Review (YTVR) Panel. This panel would be made up of members of the You Tube community, not You Tube staff. It would function as follows: a poster who has had a video disabled (due to inappropriate content), but believes that the disabling action was in error, can submit the rejected video to the YTVR Panel. This Panel will watch the video and decide if the video does or does not comply with You Tube Community Guidelines. If the Panel determines that the video is in compliance, it will send the video and a report to the You Tube staff. The You Tube staff would then examine the findings of the Panel, and make a final determination. If they find that the Panel is correct, the warning strike will be erased from the video poster's record and the video will be re-posted. On the other hand, if they find that the judgment of the Panel is incorrect, the warning strike will stand, and the video will remain disabled.

This, effectively, would be a mechanism whereby a member that has a video rejected can exercise his/her fundamental right of appeal. The advantage of this process is that it would not be a significant added burden to the You Tube staff. The YTVR Panel would screen out blatantly non-compliant videos and even marginally non-compliant videos. The YTVR Panel would present only those rejected videos to You Tube staff that it believes are fully compliant with You Tube Community Guidelines.

If this plan is approved and put into action, it would also establish better communication between You Tube video posters and You Tube staff. Sadly, now, there is no communication between these two groups. And, perhaps, once and for all, more specific posting standards could be established.

    • to stop abuse in flagging why not ...once the viewer has flagged the video his ability to flag that video again will be disabled or he will be asked to log his user name to do it again ...with underlined notice that miss use of the flagging option my result in suspension of their youtube privilages

    • I also agree with this petition that whenever a video is flagged for whatever reason it should be evaluated and the right decision taken with what to do to it,the most efficient way to do would be to simply DELETE the offending video and NOT DELETE THE USER'S WHOLE ACCOUNT!!! I don't think it's right to DELETE a user's account which may contain 1-10-100-300 videos for just one flagged video..THATS WRONG! Specially when u see similar video ..or worst in another user's channel.
