Petition to the Congress and the President of the United States of America

To:  The President of the United States and Congress

I __________________________ a US citizen, resident of __________, ____________ fully support all efforts by the President and the Congress of the United States to provide the People of Puerto Rico with a legitimate process of self determination, conducted with all deliberate speed, in order for all citizens who reside in Puerto Rico to choose a permanent political status from among fully democratic, non-colonial and non-territorial (not subject to the plenary powers of Congress under the Territorial Clause of the US Constitution) options.

This petition is addressed to Congress, based on its powers and responsibilities under the Territorial Clause of the US Constitution (Art. IV, Sec. 3, Cl. 2), which states that “[t]he Congress shall have the Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States;…”. At the same time, it is also addressed to the President, who under Article II, Section 3 has the constitutional prerogative to present measures to be considered by Congress, as well as the constitutional duty to faithfully execute the laws of the land.
