Respected Dignitaries,
Sub.: Sexual Abuse and Corporal Punishment of Children -- regarding.
We hope the following cases have been brought to your notice:
Case 1: 10-year-old raped in MCD school: A 10-year-old student of an MCD primary school in Ashok Vihar, north-west Delhi, was raped on the school premises on 15th April 2009. According to the police, at least two youths jumped over the low boundary wall of the school and entered the toilet meant for girls. One of them raped the girl before jumping over the wall and escaping.
Case 2: Corporal punishment kills Delhi schoolgirl: Eleven-year-old Shanno, who slipped into coma after her teacher made her stand in the hot sun crouching at school on 15th April 2009, died in a government hospital on 17th April 2009. The Class II student of the Municipal Corporation of Delhi-run school at Bawana was punished by teacher Manju allegedly after she failed to recite the full English alphabet string. After returning from school on Wednesday afternoon, she fell unconscious and was taken to the Maharishi Valmiki Hospital by her parents.
Two incidents in a week in the Capital of this country show the status of children in India.
We are bit relieved to note that the National Commission for Protection of Child Rights (NCPCR) took up suo motu the case of the death of Shanno on 17th April, but not in the first case.
We sincerely request you to make use of the powers enshrined upon you by the people of this country, to protect the children who the most vulnerable in this country. If this is the fate of the children in the capital of this country, then what is the fate of children in a remote slum or village?
Kindly take pro-active measures and gain the confidence of the people of this country.
