Ukrainian Observers for Recounts and Election Fraud Investigations in the U.S. |
To: President Viktor Uschenko of UkraineThe people of the United States and in particular those of us in the leading opposition political parties congratulate you on the victory you won in the run off election held on Sunday November 21, 2004.
Although the Central Election Commission, controlled by the party of President Leonid Kuchma, awarded victory to your opponent, Prime Minister Viktor Yanukovych, independent election observers from the Organization for Cooperation and Security in Europe (OCSE) and other independent groups reported witnessing election fraud on a massive scale. As you have noted, the turnout figures reported for areas that are strongholds of support for the party in power are impossible, and suggest an attempt to retain control of the government by any means, including fraud and deception.
While the Russian Foreign Ministry, which supports your opponent and which has never experienced a free election, called Sunday’s vote "democratic, free and transparent," the Associated Press news service reported that "western election observers said the vote was seriously flawed and did not meet democratic standards" and that the exit polls showed that you had won.
We note as well that Secretary of State Colin Powell and other U.S. officials objected that during the campaign that government resources were diverted to the campaign of your opponent, and also objected to the obvious bias by state-run news media against you.
We ask as your first act as president of Ukraine that you send election observers to the United States to witness the recounts underway in the states of Ohio and New Hampshire and to investigate the widespread reports of irregularities in the states of Florida, North Carolina and Indiana. Each of these states are controlled by the governing party and there are credible allegations of improprieties that must be resolved in order to consider the U.S. presidential election legitimate.
We ask as well that you investigate the extremely close coordination between the governing party and the authorities administering national elections in the United States in regions in which they control the regional and local governments to find and bring to light the allocation of resources in ways designed to assist the governing party and minimize the vote totals for the opposition parties.
We ask that you examine evidence of close coordination between the governing party and the owners of our nation's largest broadcasters, who we believe have been actively engaged in the attempt by the governing party to minimize open discussion of the voting irregularities in the U.S. in exchange for consideration of the commercial interests of those broadcasters when permission is needed by state authorities for licensing and mergers of media enterprises.
Finally, we ask that you publicize on a world wide basis the reports of voter fraud that can either be confirmed by your observers or credible allegations that can be neither proven nor disproven without further investigation and analysis.
