We petition the government to adopt national initiative, referendum and recall by online ballot (E-IR&R) to augment its conventional paper ballot (IR&R) and make it available to all citizens as soon as possible to redesign their dysfunctional government. Both processes shall be employed to achieve this reform. This effort shall be known as E-democracy.





It is clear that the current representative form of government, designed more than 200 years ago with the best technology of the time can no longer meet the challenges of the 21st. century. Polls show most people think the state is now headed in the wrong direction. New computer technology is available that can instantly link all people together, fully inform them of all life choices, allow full discussion of all issues, allow simulation of all alternatives, allow non-partisan benefit/cost analyses of them and finally, allow all people to vote their preferences as and when they please. This petition is an elementary example of that process.





The people can now represent themselves directly to redesign their government and their world and they should. It will allow them to achieve and continuously maintain the optimum aggregate quality of life and thus the probability of full cooperation, peace, productivity and sustainability necessary to survival. It will once again be possible to realize the goal of the founders: government with the consent of the governed. And, it will provide the means whereby politicians promising change can actually achieve it.





Failure to implement this reform could lead to eventual catastrophe as the current representative system design becomes more and more dysfunctional.
