Cap-and-trade policy is already being used to cut pollutants that cause acid rain. This policy works by setting a limit (cap) on the amount of pollutants a company can emit. Over time, the cap will become smaller and smaller. If a company emits less pollutants than allowed, they can sell (trade) the remainder and make money. If a company emits more than their cap, they must buy another share from a company that emitted less.
This policy should be used to reduce greenhouse gas emissions. It would provide an incentive (making money) for emitting less.
We, the undersigned, think cutting greenhouse gas emissions is very important and that using cap-and-trade policy is the best way to do it.
