Petition to City of Santa Rosa Regarding Permit Fees for Free Speech "Parades"

To:  Santa Rosa City Council

We, the undersigned, oppose any ordinance which would require the payment of fees greater than $75 for a permit to exercise our constitutional rights to free speech by marching in the city of Santa Rosa. Marching is a historically recognized method of petitioning the government for political change, and thus is protected free speech. The government must not restrain such protected speech by imposing fees which can be paid by the wealthy but not those with limited resources; nor may it discriminate based on the popularity of the cause espoused by the marchers. If the city of Santa Rosa does pass and ordinance which requires fees greater than $75, those fees should not depend on the size of the march, so as to penalize a popular cause; and there must be a provision for a waiver for those unable to pay.
