Open letter of Iranian teachers to Education International

Dear Colleagues,

Please accept our congratulations on the event of this World Congress. Although our teachers will be deprived of the opportunity to attend due to the existing conditions, we still feel we are alongside of you, and a member of the global educational community.

Teachers and academic workers of our country throughout the last few months of the past year participated in a nationwide protest movement to denounce the distressing work conditions and livelihoods in education. But the government, as usual, responded to these protests with threats, beatings, arrests, dismissals, and suspension of teachers. Presently tens of teachers have been relieved of their duties because of participating in work-related protests, and several others are waiting to receive their orders of dismissal. It is neither the first time, nor will it be the last time, that this occurs.

Over the last few years, teachers have participated in protests regionally and nationally to show their displeasure at the terrible state of their livelihoods and that of the education and the educational system, but each time the ruling powers responded with arrest, repression, and dismissal of the protestors.

In a society where the astronomical class difference between the rich and the poor has alarmed even those within the government, teachers and most wage-earners can only see there lives through by working second and third jobs, with horrendous amounts of overtime. In spite of this, they are not able to provide for a decent living worthy of life in the third millennium.

In addition, the educational content based on the prevalent ideology and despotic management of the educational system has stunted the growth and elevation of Iranian teachers and students. This structure has severely curtailed the involvement of teachers and experts in the educational system’s methods and management, and places obstacles against the rise of any type of creative and innovative knowledge.

The natural result of such a structure is that students turn their backs on their education, causing mounting social damage. The right to organize, which is one of the most basic rights of a learned society, is not officially recognized by the government, and any efforts to form independent trade unions is answered with arrests and dismissal of activists. Despite all of the pressure against this organizing, the teachers have been able to impose their organizations upon the government.

But we teachers will not surrender to these conditions and will continue our struggle to improve our living conditions and obtain our various rights.

We undersign of this petition, request of all teachers’ and workers’ organizations, all related international organizations, and all civilized individuals around the globe, to assist us in obtaining the rights expounded below, to generate the foundation for a decent living for Iranian teachers, and to support and defend our protest movement by writing your own letters of protest.

1. Waive the orders of suspension and dismissals from duty, stop the threats against teachers, and reinstate the 39 teachers banned from teaching

2. Close the 286 security files of teachers arrested in the protests of the past few months, who were temporarily released on heavy bail or liens, etc., and whose files are still open, and who will be summoned to court.

3. Provide a reasonable increase in pay for teachers worthy of a decent living, currently undoubtedly ten times the government-declared poverty rate of $180 per month

4. Unconditionally recognize the right to organize and to strike

5. Provide job security and permanently hire the temporary/contract teachers

6. Provide non-ideological and scientific curriculum in accordance to the current advances in knowledge.

تبریکات مارا برای برگزاری این کنفرانس بپذیرید. گرچه نمایندگان ما به دلیل شرایط موجود درایران از شرکت در کنفرانس محروم هستند اما ما خود را در کنار شما وبخشی از جامعه آموزشی جهانی احساس میکنیم

معلمان و کارکنان آموزشی کشوردر ماه های پایانی سال گذشته ، با شرکت در یک حرکت سراسری اعتراض خود را به وضعیت معیشتی و آموزشی اعلام نمودند. اما این اعتراضات مطابق معمول از سوی حکو مت اسلامی با ضرب و شتم، دستگیری ، اخراج و تعلیق آموزگاران پاسخ گرفت.در حال حاضر دهها معلم به دلیل شرکت در اعتراضات از کار برکنارشده اند وتعداددیگری نیز در انتظار دریافت احکام اخراج هستند. این نه اولین و نه آخرین بار است که این اتفاق می افتد.

طی چند ساله اخیر معلمان ، با شرکت در اعتراضات منطقه ای و سراسری همواره ناخشنودی خود را از وضعیت معیشتی و آموزشی و سیستم آموزش و پرورش اعلام نموده اند ، اما هر بار حاکمیت با سرکوب و دستگیری و اخراج فعالین به این اعتراضات پاسخ داده است.

در جامعه ای که فاصله نجومی میان فقر و ثروت ، حتی دست اندرکاران حکومت را نیز به وحشت انداخته ، آموزگاران و سایر مزد بگیران تنها با مشاغل دوم و سوم ، و اضافه کاریهای وحشتناک قادر به گذران زندگی هستنند. با این وجود قادر به تامین حد اقلهای یک زندگی در خور شان انسانهای هزاره سوم نیستند.

از سوی دیگر محتوای آموزشی مبتنی بر ایدئولوژی حاکم و مدیریت مستبدانه بر ساختار آموزشی نیزبزرگترین مانع رشد وتعالی معلمان ودانش آموزان ایرانی است . این ساختار از دخالت معلمین ومتخصصین در روند آموزش و مدیریت نظام آموزشی کشور به شدت جلوگیری نموده و از هرگونه خلاقیت و نوآوری علمی در روند آموزش ممانعت به عمل می آورد.
نتیجه طبیعی چنین ساختاری ، رویگردانی دانش آموزان از ادامه تحصیل و افزایش آسیب های اجتماعی فراوانی است ،آمارهای موجود از ترک تحصیل دانش آموزان موید این ادعاست.
معلمین در ایران نیز مانند سایر مزدبگیران از داشتن تشکلهای مستقل از دولت محروم هستند . حق تشکل که از طبیعی ترین حقوق یک جامعه متعارف است ، از سوی دولت به رسمیت شناخته نمیشود و هر گونه تلاش برای ایجاد تشکل های مستقل ، با دستگیری و اخراج فعالین پاسخ میگیرد. با وجود همه اين فشارها برای جلوگیری از این امر ، آموزگاران تاکنون توانسته اند تشکلهایی را به حکومت تحمیل نمایند.

اما ما معلمان به اين شرايط تسليم نميشويم و به مبارزه خود برای بهبود شرایط زندگی وتحقق سایر خواسته هایمان ادامه خواهيم داد.

ما امضا کنندگان این بیانیه ، از همه تشکلهای معلمان و کارگران ، سازمانهای بین المللی مرتبط و بشریت متمدن در سراسر جهان میخواهیم که ما را در دست یافتن به خواست های زیر ، که زمینه ساز ایجاد یک زندگی انسانی برای معلمان ایران است یاری نمایند و با ارسال نامه هاي اعتراضي ما را در اعتراضاتمان مورد حمايت و پشتيباني قرار دهند.

١- لغو احکام انفصال از خدمت وتهدید معلمان و بازگشت به کار ٣٩ معلم معترض اخراجي از کار

٢- از بين بردن پرونده هاي ٢٨٦ معلمي که در جريان اعتراضات چند ماهه اخير بازداشت شده و با قيد وثيقه و يا کفالت و غيره موقتا آزاد شده و پرونده آنها همچنان در جريان است و قرار است به دادگاه و محاکمه احضار شوند.

٢- افزایش حقوق معلمان متناسب با یک زندگی انسانی در شرائط حاضرکه اين رقم بدون شک ده برابر سطح حداقل دستمزد اعلام شده از سوي دولت يعني ١٨٠ هزار تومان است.
٣- آزادی بی قید و شرط تشکل و اعتصاب.

٤- امنیت شغلی واستخدام رسمی کلیه معلمان قراردادی(حق التدریس).

٥- تهیه محتوای آموزشی غیر ایدئولوژیک و علمی متناسب با پیشرفت علوم .
