Basic financial capabilty to become a parent

To:  U.S. Congress

The human child should not be a free commodity.

We cannot secure basic human rights without first securing basic child rights.

I urge you therefore, to make basic financial capability a legal requirement to become a parent, so that:

1) Basic child rights are secured,
2) Quality living standards are secured for the next generation,
3) Human birthrate is tied to the existence of natural resources.
