New Moon in Mdina

Mdina in Malta would be perfect as Volterra; not only has it stood as many cities before (Count of Monte Cristo), but it is a cheap alternative to the real city. The fact that it is located on an island ensures privacy while filming, which will certainly be a difficult thing to achieve while in Italy. Also, the government of Malta is offering incentives to film companies, and local crew is among the best of professionals.
