House Bill 19, in Relation to Student Housing

To:  Hawaii State Legislature

We, the Students of the University of Hawaii, Alumni, Faculty, UH Administration and others, strongly urge the Hawaii State Legislature to support and safely pass House Bill 19 in relation to UH Student Housing Units.

House Bill 19 relating to University Projects and authorizing the issuance of Revenue Bonds for Housing Units.

“…Helps finance the construction and repair of student housing units at the University of Hawaii (UH) by: 1) Allowing UH to use sources other than revenues generated through the bond system; and 2) Authorizing the issuance of revenue bonds to finance university housing units.”

It is recognized that $33,814,016 in deferred maintenance has accumulated at the University of Hawaii at Manoa. It has also been recognized that in the Fall of 2004 at least 700 students who were assured housing became homeless at the beginning of said semester due to a lack of access because of past failure by the University to keep up housing units in relation to maintenance and repairs.

Additionally, the University of Hawaii at Manoa dorms have been plagued with problems such as, the shortage of almost 1,400 dorm spaces last summer for incoming fall students to the shutdown of 214 rooms in Gateway House last January to replace the 40-year-old building's aging transformer, to power failures caused by the Oct. 30 flooding from Manoa Stream.

Most importantly a new dorm building at the University of Hawai'i Manoa campus has not been built since 1978.

With strong support for HB 19 we respectfully urge the Hawaii State Legislature to support and safely pass this Bill, as it would appropriate the necessary funds to construct and repair student housing the University of Hawaii.
