Security without barreers

We are a group of visually impaired people, who would like to spread the word against a security system that is often a barreer for us: the captcha's.
These graphical, audio or quiz systems, are in a certain way inaccessible to several disability types: graphic and audio, can automatically isolate people who are both blind and deaf.
Logic puzzles can be impossible to perform, for people with learning problems.
The worst thing, is that the disabled person must, in this way, ask for help to others, giving them, unwillingly, the possibility to have access to their own data (included credit card number or other personal data) in services such as home banking and similar or, otherwise, give up.
But spammers and intruders have all ways to go through captchas: they can overcome them, by exploiting application vulnerabilities, or, in other cases, paying few dollars to young students who have time and look for a job, to fill in hundreds or thousands of captchas.
So, the solution could be to use server-side spam control, instead of client-side; or, if this takes too many risks of false positives, another solution is to use the telephone to verify person's identity: type the phone number with international code on the web field, then the system will perform an automated call which reads a number by voice, or by DTS if the phone is with the aid for deaf people, and the code must be typed on the keyboard to verify the real existance of the person.
We hope that, one day, accessibility will be a right for all people, and not a present for "poor", "suffering", few persons
