The Phil Howard ASBO Makes Westminster Council Sinners, Not Winners

We would like Westminster Council to reconsider their imposition of an ASBO on Phil Howard, the well-known 'winner or sinner' street preacher often found at Oxford Circus in London.

Whether or not we share Mr. Howard's faith, we believe that the possibility of 5 years imprisonment for using a megaphone is unreasonable for a man who is trying to convince people to give up their anti-social behaviours. We also believe that those of us in favour of Mr. Howard's freedom to shout amusingly at passers-by far outnumber the approximately 20 people who have complained about him to the council.

We are of the opinion that Mr. Howard has become well-known enough to be an interesting part of London's cultural landscape and is recognised by many visitors to London, even those from other countries and that to deny this part of the London tourist experience only serves to make London a less fascinating place.
