USEA New Cross Country Rule Opposition

I would like to formally state my opposition to the new rule imposed May 19, 2008 by the USEF Eventing Technical Comittee and the USEA Eventing Standards Task Force stating that, "the first fall competitor, at obstacles, on the Cross-Country course will result in Elimination."
