Subject: Request for an immediate deployment of U.S. Peacekeeping
Forces to Burma

The pro-democracy masses of Burma, after getting through the bloody week of September – a month ago, have changed their political priorities since they are being suppressed by the military junta’s ever relentless scorched earth scheme of total annihilation on them. It is extremely critical to halt the horrible cycle of arrest – torture – imprison – murder that have victimized the Burmese people for several decades.
We, executive members of the Mobilization Forces of International Mass Campaigns for Burma, together with the freedom – fighting masses of the Burmese people, have no hope or faith in time consuming or delaying approaches in tackling the crisis in Burma. The following are summary of such approaches lingering externally and internally with regard to Burma: -
1.) The national reconciliation (national consolidation termed by the junta) with no definite timeline for so called confidence – building that was wiped out by Depayin massacre of May 2003. The reconciliation of political dialogue between the junta and Madame Aung San Suu Kyi was undermined by the junta’s assassination attempt on her. The real intent of Burmese military clique can be seen in the well publicized internal peace talks of 1963 by deceased General Ne Win that has no record of success of fairness but time consuming. The unclassified talks between the rebel groups and the junta in 1980s had the same results. The reconciliation between the generals and Madame Aung San Suu Kyi that began in 2001 was abruptly ended in May of 2003 when the military authorities committed Depayin massacre. After the bloodbath of September 2007, the junta has resumed the same time delay tactics of national consolidation with no timeline nor likelihood of political dialogue with Madame Aung San Suu Kyi and elected representatives.
2.) The junta had undermined the Depayin massacre by creating the 7 – point road map for democracy again with no definite time frame in order to buy more time on power. The so called new state constitution is designed to establish a puppet form of government by the Armed Forces. The national convention for drafting the constitution itself a sham or rubber – stamped process that has taken for 14 years.
3.) The sanctions or embargos have cornered the junta but still will take several decades as constructively engaging China, India, Russia, and ASEAN neighbors dealing with the junta on self oriented profit basis. Those countries are seriously undermining the U.S. and E.U. sanctions on Burma that are approaching to 20 years.
4.) The junta deceitfully undermined the 1988 bloodshed following the uprising for democratic transition by 1990 election that were also silenced by itself without legitimate reasons. It took 2 years and blood sacrifice of 3,000 street protesters nationwide.
5.) Clinging to the last edge of survival after the brutal crackdown on last month’s uprising in Burma, the head of monk activists the Venerable Ashin Gambiya has, through the DVB, appealed the U.S. President George W. Bush to help intervene in Burma by sending U.S. peacekeeping forces. Similarly, Mr. Htay Kywe, one of the 1988 generation student leaders, has also called for immediate deployment of U.N. peacekeeping forces.
We would therefore like to appeal your Honors to take immediate military action against the terrorist military junta of Burma so as to rescue the nation on the surface of the earth before turning into another graveyard buried underneath the mountains of human bones of the innocent democracy – hungry people of Burma.
